서 예비후보는 18일 1호 공약으로 ‘플라타너스 가로수 전면 교체’를, 2호 공약으로 ‘구도심 생활기본권 회복’을 발표했다. 그는 “주민이 직접 체감할 수 있는 변화를 제일 먼저 만들겠다”고 밝혔다.

서 예비후보는 이에 따라 1호 공약으로 주민 참여형 가로수 교체 사업을 내걸었다. 주민 의견을 수렴해 새로운 나무를 선정하고, 미세먼지 저감 효과가 높은 수종으로 단계적인 교체에 나서겠다는 방침이다. 그는 또 도로 환경과 생활 여건을 고려해 우선순위를 정하고, 가로수 이식과 제거 과정에서 주민 불편을 최소화하겠다고 약속했다.
2호 공약은 구도심 생활환경 개선에 초점을 맞췄다. 신암동, 신천동, 효목동 등 구도심 일대를 중심으로 “주거 환경은 낡고, 골목은 어두우며, 상권은 위축돼 있다”고 진단하며, 안전·주차·가로등·보행 등 4대 생활기본권 회복을 우선 과제로 삼았다.
아울러 도시재생 사업과 연계해 지역별 특성에 맞는 재개발·재생 사업을 추진하고, 이를 통해 균형 있는 도시 발전을 이루겠다는 계획도 내놨다.
서 예비후보는 “주민이 직접 선택한 수종으로 가로수를 바꾸고, 구도심의 기본적인 생활 환경부터 확실하게 개선하겠다”며 “현장에서 답을 찾는 실천형 리더십으로 동구를 바꾸겠다”고 강조했다.
실행 계획으로는 △3개월 내 주민 의견 수렴 및 시범구간 선정 △1년 내 시범구간 교체 및 관리체계 정비 △3년 내 전 지역 확대와 생활기반 개선 사업 추진 등을 제시했다.
