구청은 하천과 계곡 주변의 불법 점용시설을 정비하기 위해 전담 태스크포스(TF)를 구성하고, 오는 9월까지 전수조사와 정비를 시행한다고 밝혔다.

이번 태스크포스는 김태운 동구청장 권한대행을 단장으로 8개 부서, 22명 규모로 꾸려졌다. 각 부서별 담당자를 지정해 현장 조사부터 행정 조치까지 신속하게 대응하는 시스템을 마련했다.

TF는 관내 하천과 계곡 일대에 대한 전수조사를 실시해 불법 점용 구역을 목록화하고, 정비가 시급한 대상지를 우선 선정할 방침이다. 이후 불법 시설에 대해서는 자진 철거와 원상복구를 유도하며, 이를 이행하지 않을 경우 변상금 부과, 행정대집행, 형사 고발 등 법적 조치로 이어진다.

정비는 단계별로 진행된다. 우선 1~2주 동안 조사 기준과 점검 체계를 세운 뒤, 1~2개월간 전수조사를 마칠 계획이다. 이후에는 현장 정비와 폐기물 처리, 주민 설명회 등을 병행하고, 6개월 후부터는 미이행 시설에 대한 강제 조치와 함께 재발 방지 점검도 강화할 예정이다.

동구청 관계자는 “하천과 계곡의 불법 점용은 홍수 위험과 환경 훼손의 원인이 될 수 있다”며 “자진 철거를 우선적으로 유도하되, 반복적이거나 고의적인 위반에 대해서는 엄정히 대응하겠다”고 말했다.
