【브레이크뉴스 대구】진예솔 기자=전경원 대구시의회 운영위원장이 ‘대한민국시도의회운영위원장협의회’에 제출한 ‘경력직 공무원 채용 시 경력기준 완화 건의안’이 만장일치로 원안 가결되었다.
전경원 위원장은 지난 2일 충북 제천에서 열린 대한민국시도의회운영위원장협의회 제4차 임시회에 참석해 ‘경력직 공무원 채용 시 경력기준 완화 건의안’을 제출했다.
이날 회의에서 전 위원장은 “경력직 공무원 채용은 공직사회의 개방성을 높이고 민간에 활력을 불어넣는 순기능이 있지만, 경력에 유효기간을 두고 경력단절을 부추기는 등 사회현실과 역행하는 면이 있다.”고 주장하며 제도적 개선의 필요성을 강조했다.
전경원 위원장은 “현행법은 경력직 공무원 응시자는 관련분야 경력으로 응시하고자 할 경우, 반드시 퇴직 후 3년 이내에 응시해야 한다고 규정하고 있어 질병, 육아․가사문제, 전직 등으로 불가피하게 경력이 단절됐다 하더라도 퇴직 후 3년이 경과하면 수십 년의 경력이 하루아침에 물거품이 되고 차후 공직사회에서 과거 경력을 살릴 기회는 아예 사라지게 되는 경우가 발생한다.”고 지적했다.
그러면서 그는 “경력단절을 해소해야 할 공직사회가 오히려 경력단절을 부추기고 있다.”고 꼬집으며 “현행 「공무원임용령」과 「지방공무원임용령」의 해당 규정은 독소조항 중의 독소조항”이라고 강조했다.
전경원 위원장은 “공무원 사회의 개방성을 확보하고 국민들에게 폭넓은 취업기회를 제공하기 위해 관련 조항을 삭제해줄 것”을 요구했다.
협의회 논의를 통해 전국 광역시도 운영위원장의 만장일치로 원안 가결된 이번 건의안은 차기 의장협의회의 심의를 거쳐 소관 부처에 공식 제출될 예정이다.
