“수성구는 잘 사는 구를 넘어, 대구를 이끄는 선도 모델이 돼야 한다”

정일균 대구시의원은 수성구의 현재 위상을 ‘기회이자 책임’으로 규정했다. 그는 “수성구는 안정된 주거·교육 여건을 갖춘 지역이지만, 동시에 지역 격차의 상징으로 인식되고 있다는 점을 외면해선 안 된다”고 밝혔다.

정 후보는 수성구가 지금의 위치에 오를 수 있었던 배경으로 학군과 함께 계획도시로 조성된 구조적 요인을 짚었다. 1980년대 이후 외곽 개발 과정에서 주거 환경이 체계적으로 형성됐지만, 그 과정에서 집값 상승과 특정 지역 중심의 이미지 고착이라는 부작용도 함께 누적됐다는 설명이다.

그는 “범어·만촌과 지산·범물 간 격차는 이미 심각한 수준”이라며 “아파트 가격만 봐도 5배에서 많게는 10배 이상 차이가 나지만, 여전히 수성구는 일부 지역 중심으로만 이야기되고 있다”고 말했다. 이러한 인식 구조 자체를 바꾸는 것이 이제 수성구가 넘어야 할 과제라는 진단이다.

정 후보는 학령인구 감소와 인구 구조 변화 속에서 수성구 역시 전환점에 서 있다고 강조했다. 그는 “그동안 수성구는 교육·문화·주거 중심 도시로 성장해왔지만, 이 방식만으로는 더 이상 지속 가능한 성장을 기대하기 어렵다”고 밝혔다.

다만 이러한 정책은 구청 단독으로는 어렵다고 선을 그었다. 정 후보는 “대구시와 LH 등과의 협력이 필수적이며, 결국 구청장의 정치력과 조정 능력이 관건”이라고 말했다. 그는 “청년이 떠나는 도시에서는 인구 감소와 경제 침체를 막을 수 없다”고 덧붙였다.

“수성구 내부 격차, 주거부터 바로잡아야 한다”

수성구 내부 불균형 해소를 위해 가장 시급한 과제로는 주거 환경 개선을 꼽았다. 지산·범물·시지 일대에 1990년대 초 개발된 노후 주택지가 많아 젊은 세대의 선호도가 낮다는 것이다.

정 후보는 “행정이 직접 아파트를 지을 수는 없지만, 시 차원의 시행계획을 통해 재개발이 원활히 이뤄질 수 있도록 여건을 만들어야 한다”고 밝혔다. 이와 함께 생활 편의시설, 문화시설 확충과 주차 문제 해결에 행정 역량을 집중하겠다는 입장이다.

학군 문제에 대해서는 “주거 환경과 맞물려 있다”며 “주거 여건이 개선되면 학군도 다시 살아날 수 있다”고 진단했다. 학령인구 감소로 과거와 같은 배정 구조는 이미 바뀌고 있다는 점도 함께 언급했다.

“관광보다 주민의 일상이 우선이다”

수성못·들안길 등 문화·관광 개발을 둘러싼 갈등에 대해서는 분명한 원칙을 제시했다. 정 후보는 “주민의 일상이 최우선”이라며 “주민 삶을 침해하면서까지 관광·상업화를 추진하는 것은 옳지 않다”고 밝혔다.

정책 추진 과정에서 형식적인 공청회로는 부족하며, 동별로 찾아가 설명하고 설득하는 과정이 필요하다고 강조했다. 그는 “주민 다수가 끝내 반대한다면, 그 사업은 재검토하거나 포기하는 것이 맞다”며 “행정은 추진보다 설득이 우선돼야 한다”고 말했다.

관광 활성화는 연호지구 등 신도심을 중심으로 접근해야 한다는 입장이다. 대구에 부족한 대형 공연장을 연호지구에 조성하는 방안도 검토할 필요가 있다고 밝혔다. 수성못에 대해서는 “무리한 시설 확장보다 주차 문제 해결이 시급하다”고 덧붙였다.

“수성구, AI 기반 스마트 선도 도시로”
