【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다. 

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“비전 없는 지역은 통보받는다… 북구를 협상의 주체로 만들겠다”

6·3 지방선거를 앞두고 이상길 전 대구시 행정부시장이 북구청장 출마를 예고했다. 행정고시 출신으로 대구시 행정부시장, 엑스코 대표이사, 대구상공회의소 상근부회장을 지낸 그는 북구를 “성장동력이 떨어지고 있는 구도심과 시역확장에 따라 형성된 신도시가 공존하는 지역”으로 규정하며, 이를 위기가 아닌 전환의 기회로 삼겠다고 강조했다. 

이 전 부시장은 “비전이 없는 지역은 결과를 통보받지만, 준비된 지역은 협상의 주체가 된다”며 북구의 역할 재정립을 핵심 과제로 제시했다.

“이중 구조는 격차가 아니라 역사… 강북은 자족도시, 강남은 일하는 도시로”

이 전 부시장은 북구의 생활권 이중 구조를 단순한 불균형이 아닌 ‘도시화 역사와 배경의 차이’로 설명했다. 금호강을 경계로 강북과 강남은 서로 다른 성장 궤적을 걸어왔고, 그 차이가 오늘의 구조를 만들었다는 것이다.

강북 지역은 대구시역 확장 과정에서 편입된 신도시로, 대구 도심뿐 아니라 구미·칠곡을 잇는 광역 경제생활권의 성격을 지닌 반면, 강남 지역은 1980년대 초반까지 대구의 경제·행정 중심지였던 구도심으로 새로운 성장 동력이 필요한 상황이라고 진단했다.

해법으로 그는 기능 분화를 제시했다. 강북은 공공기관 이전 예정 부지를 TK신공항, 경북대 칠곡병원과 연계한 첨단산업 전진기지로 육성해 주거 중심의 베드타운에서 자족도시로 전환하고, 강남은 3공단을 로봇산업의 메카로, 검단공단 재생과 엑스코·유통단지 활성화, 금호워터폴리스 조기 개발을 통해 일자리가 중심이 되는 워크타운으로 만들겠다는 구상이다. 

여기에 신천하수처리장 재구조화와 금호강 국가정원 추진을 결합해 생태·문화·스포츠·관광이 어우러진 ‘대구의 중심 도시 북구’를 완성하겠다고 밝혔다.

“소외의 감정에서 벗어나야… 북구는 다시 기회의 공간”

대구시청 신청사 이전 무산과 도시철도 4호선 논란 등에서 북구가 소외됐다는 인식에 대해 그는 도시 구조 변화 속에서 나타난 현상이라고 봤다. 동서축 중심의 도시 확장, 인구 유입 감소, 산업 구조 변화로 구도심이 정체된 것은 북구만의 문제가 아니라 전국 대도시가 공통으로 겪는 흐름이라는 설명이다.

다만 그는 이를 새로운 기회로 전환해야 한다고 강조했다. 시도 통합, 제2차 공공기관 이전 등 변화하는 정책 환경에 선제적으로 대응해 북구 내 공공용지 활용도를 극대화하고, 삼성창조경제센터와 경북대를 중심으로 한 청년창업 콤플렉스를 조성해 도시의 역동성을 회복하겠다는 전략을 제시했다. 신천과 금호강 수변 자원을 연계한 ‘리버 시티(River City) 북구’ 완성 역시 핵심 과제로 꼽았다.

“팔거천은 이미 생활하천… 금호강은 장·단기 전략이 필요하다

하천과 녹지 활용에 대해서는 현실적인 접근을 내놨다. 그는 팔거천과 동화천은 이미 주민 생활의 중심 공간으로 기능하고 있다고 평가했다. 특히 팔거천은 재해 예방과 문화 기능이 결합된 모범적인 생태하천으로, 인접한 농수산물도매시장을 수변 문화가 융합된 핵심 성장 시설로 발전시킬 잠재력이 크다고 봤다.

반면 금호강은 고속도로 등으로 접근성에 한계가 있는 만큼 장·단기 전략이 병행돼야 한다고 강조했다. 장기적으로는 금호강 국가정원화와 경부고속도로 지하화를 추진해 접근성과 도시 경쟁력을 높이고, 단기적으로는 수변 체육·레저 시설 확충과 금호워터폴리스, 도시철도 4호선과의 연계를 통해 활용도를 높이겠다는 구상이다. 이는 이시아폴리스, 대구공항 개발, 혁신도시 경쟁력 강화와도 맞물린 전략이라고 덧붙였다.

 “50사단·도청 후적지, 통보받지 않으려면 준비된 안이 필요”

50사단 이전과 도청 후적지 문제에 대해서는 신중한 태도를 보였다. 시도 통합 등 정책 환경이 유동적인 만큼 정부와 대구시의 방향에 맞춰 최적의 대안을 마련해야 한다는 것이다. 다만 금호강 국가정원화는 장기 과제로 설정해 중앙정부와 지속적으로 협의해 나가겠다고 밝혔다.

그는 이러한 굵직한 현안 해결을 위해서는 행정적 역량뿐 아니라 중앙정부와 대구시를 잇는 인적 네트워크, 정무적 감각이 동시에 필요하다고 강조했다. 대안 수립 과정에서 국회의원, 전문가, 주민 의견을 충분히 수렴하고, 구민의 실천 의지를 정책에 담아내는 것이 중요하다고 덧붙였다.

“로봇산업은 선택이 아니라 국가 전략… 북구가 주도해야”

청년 유출과 지역 경제 침체의 구조적 원인으로 그는 수도권 집중에 따른 일자리 미스매치를 지목했다. 북구 역시 1980년대 이후 대구의 경제 중심축 이동과 산업 구조 개편, 경북대 위상 변화에 제대로 대응하지 못하면서 경쟁력이 약화됐다고 진단했다.

해법으로는 로봇산업 육성을 전면에 내세웠다. 이미 대구가 로봇산업에 투자해 왔고, 정부 지원이 예정된 로봇산업진흥원이 3공단에 입지해 있는 만큼, 경북대 연구 인력과 연계한 로봇산업 클러스터를 북구가 주도해야 한다는 주장이다. 그는 로봇산업이 단순한 성장 산업을 넘어 국가 전략 자원으로 발전할 것이라고 전망했다.

엑스코 대표이사와 상공회의소 상근부회장으로 활동하며 산업 현장을 직접 경험한 점도 강점으로 언급했다. 자동화와 기술 전환이 빠르게 진행되는 산업 현장을 누구보다 가까이에서 목격해 왔다는 설명이다.

그는 “행정 통합과 제2공공기관 이전 등 유동적인 환경 속에서 북구에 가장 적합한 대안을 수립하고 실행하는 것이 목표”라며 “북구가 다시 선택받는 지역이 되도록 준비된 청장이 되겠다”고 말했다.

Ahead of the June 3 local elections, former Vice Mayor of Daegu City, Lee Sang-gil, has announced his candidacy for Mayor of Buk-gu District. A former Civil Service Examiner who served as Vice Mayor of Daegu City, CEO of EXCO, and Executive Vice President of the Daegu Chamber of Commerce and Industry, Lee defined Buk-gu as "a region where the old downtown, with its declining growth potential, coexists with a new city formed as a result of city expansion," emphasizing his intention to view this as an opportunity for transformation, not a crisis.

Former Vice Mayor Lee stated, "Regions without a vision are notified of the results, but regions with preparedness become negotiating parties." He highlighted the need to redefine Buk-gu's role as a key priority.

"The dual structure isn't a gap, but a history… Gangbuk as a self-sufficient city, Gangnam as a working city."

Former Deputy Mayor Lee explained the dual structure of Buk-gu's living areas not as a simple imbalance, but as a "difference in urbanization history and background." He argued that Gangbuk and Gangnam, separated by the Geumho River, have followed different growth trajectories, and these differences have shaped today's structure.

The Gangbuk area, a new city incorporated during the expansion of Daegu's city limits, serves as a regional economic zone connecting not only downtown Daegu but also Gumi and Chilgok. On the other hand, Gangnam, the old downtown area that served as Daegu's economic and administrative center until the early 1980s, is in need of a new growth engine.

He proposed functional differentiation as a solution. Gangbuk plans to transform the area from a residential-focused bedroom town to a self-sufficient city by fostering the site slated for relocation of public institutions into a high-tech industrial hub linked to TK New Airport and Kyungpook National University Chilgok Hospital. Meanwhile, Gangnam plans to transform the 3rd Industrial Complex into a mecca for the robotics industry, transforming it into a job-focused worktown through the revitalization of the Geomdan Industrial Complex, the revitalization of the EXCO and distribution complexes, and the early development of Kumho Waterpolis.

He also announced plans to combine the restructuring of the Sincheon Sewage Treatment Plant and the development of the Geumho River National Garden to create "Buk-gu, the central city of Daegu," a harmonious blend of ecology, culture, sports, and tourism.

"We must overcome feelings of alienation... Buk-gu is once again a space of opportunity."

Regarding the perception that Buk-gu has been marginalized due to the failure to relocate the new Daegu City Hall building and the controversy surrounding Subway Line 4, he attributed this to the changing urban structure. He explained that the stagnation of the old downtown area due to east-west urban expansion, declining population inflow, and shifting industrial structures is not unique to Buk-gu but a common trend experienced by major cities nationwide.

He presented a realistic approach to utilizing rivers and green spaces. He assessed that the Palgeocheon and Donghwacheon Streams already function as central spaces for residents' lives. On the other hand, he emphasized that the Geumho River, with its limited accessibility due to the highway, requires both short-term and long-term strategies. In the long term, the plan is to improve accessibility and urban competitiveness by transforming the Geumho River into a national garden and undergrounding the Gyeongbu Expressway. In the short term, the plan is to expand waterfront sports and leisure facilities and connect them with the Geumho Waterpolis and Subway Line 4 to increase utilization. "A manager who understands both administration and business… "The Leadership Buk-gu Needs"

Former Deputy Mayor Lee cited his strengths as a "three-dimensional, managerial administrator" with experience in both public service and business. He also expressed confidence in his ability to flexibly respond to changing circumstances by combining his administrative expertise as a former civil service exam passer, his business management experience as president of EXCO and vice president of the Chamber of Commerce and Industry, his international perspective, and his network of contacts with the central government and Daegu City.
