더불어민주당 이지연 구미시의원은 최근 SNS에 “기가 막힌다”며 “내년에 지방채를 발행한다는데 국비 확보에 어려움을 겪는 와중에 구미에서 정권 규탄대회를 열고 생가 참배까지 한다니, 도대체 무슨 생각인지 모르겠다”고 비판했다.

이 의원은 앞서도 200억 원 규모 지방채 발행안에 대하여 “세입 확충과 세출 조정 등 기본 검토가 부족했다”며 “재정부담을 낮추는 방향으로 가야 한다”고 발행에 부정적 입장을 나타낸 바 있다. 여기에 김지식 전 경북도의원 등 민주당 출마 예정자들도 가세하고 있다. 이들은 “구미시가 지방채 발행을 검토할 만큼 재정이 엄중하다”고 강조하고 “정치 갈등을 키우는 행사지원보다 지역 경제와 청년 미래가 우선돼야 한다”는 주장을 펴고 있다. 

이에 대해 국민의힘은 강력 반발했다. 김정도 구미시의원은 자신의 SNS에 “선거철이 다가오긴 하나보다. 중앙정치에서만 보던 내로남불이 구미에서도 일어나고 있다”며 “구미가 어렵다는 식의 분위기를 조장하고 있다”고 반박했다.

그러면서 그는 장세용 전 시장 재임 시절 지방채 발행액을 나열하면서 “민주당은 사실관계보다 여론전을 중시하는 것 같다”고 일침했다.

김 의원은 그러면서 “김장호 시장(국민의힘) 시절 지방채는 2022년 70억, 2023년 30억원으로 비교적 적은 반면, 장세용 전 시장(민주당) 재임 기간에는 2018년 266억, 2019년 244억, 2020년 531억, 2021년 262억원 등 ‘훨씬 많은 지방채가 발행됐다’고 강조했다. 그러면서 ”“예산 토론을 공개적으로 하자”고 민주당을 겨냥했다. 

양측이 이념적 정쟁으로 책임 공방 맞불을 놓는 사이, 대구경북청년회는 27일 성명을 내고 “지방채 논쟁이 ‘누가 더 많이 빚을 냈느냐’로 흐르는 순간, 정작 중요한 미래세대의 재정부담은 논의에서 사라진다”며 양측 모두를 향해 쓴소리를 했다.

이들은 “청년들은 지금도 주거·창업·고용에서 빚을 떠안고 있다. 지방정부마저 미래세대 몫을 당겨쓰는 방식으로 사업을 추진한다면 결국 피해는 청년에게 돌아온다”고 강조하고, ““정쟁으로 시간 낭비할 때가 아니다. 어떤 사업이 미래 구미의 성장동력이 되는지, 지방채 없이 실행 가능한 구조인지 냉정하게 따져야 한다.”며 지방채 논의의 중심축을 정책·재정·미래세대 관점으로 되돌리자는 메시지를 냈다.

이들 성명서에는 정쟁 대신 “구미시 재정 건전성 점검”,“대규모 사업의 타당성 공개”,“청년참여 예산 검토” 등 구체적 제안이 담긴 것으로 알려졌다.

이번 사안이 ‘과거 공방 vs ‘미래 논의’라는 축으로 갈리기도 하지만 정치권은 지방선거를 앞둔 구미 정치의 두 개의 축이 선거 준비에 들어간 것이라는 분석을 내놓고 있다. 정치권은 그러면서 지역 청년들의 메시지가 정쟁 중심의 구도에 균열을 낼 수 있을지 관심이 모인다.
