퇴직공직자의 인사제도 개선에 대해 낙하산 인사 방지, 공기업 직원들의 공정한 승진 기회 제공, 민간전문가 채용을 통한 민간일자리 기회 제공, 공고 기간 연장 및 범위를 확대하여 전문 인재확보, 취업 심사결과의 투명한 공개, 공직자윤리법에 따른 퇴직공직자 3년간 취업제한, 퇴직공직자 인사 조례 제정 등 구체적인 개선 방안을 제시했다.

추은희 의원은 “구미시가 퇴직공직자의 취업심사대상기관에 해당하는 사기업체 및 사기업의 공동이익과 상호 협력 등을 위하여 설립된 법인·단체, 공직유관단체 등 재취업을 제한하는 인사제도를 개선하여, 시민의 기대에 부응하는 전문가를 채용하고 이를 통해 구미시의 발전과 시민 행복을 이루어가길 바란다”며 적극적인 시행을 촉구했다.
