지난 2월 인천 계양구에서 30대 편의점을 운영하던 점주가 살해당하는 사건이 발생했다.

범인은 9년 전 흉기를 휘둘러 복역을 한 적 있는 전과자로 편의점 점주를 살해한 뒤 금품을 챙겨 달아났으며 사건 발생 이틀 뒤 경찰에 검거 되었다.

이 과정에서 피해 점주는 사건 발생 50분 만에 다른 손님에게 발견이 되었는데 이는 보건복지부의 단속을 피하기 위해 편의점 창문에 붙인 불투명 시트지 때문으로 확인되었다.

업계에 따르면, 보건복지부는 감사원의 지적을 수용해 지난 2021년 7월부터 편의점 바깥에서 담배 광고가 보이게 전지하거나 부착하면 담배광고를 할 수 없게끔 단속해온 것으로 알려진다.

이로 인해 편광필름 부착, 광고물 위치 조정 등의 방안이 논의됐지만 비용 문제에 부딪친 편의점 업계는 2020년 말 자율규제 시정조치 합의서를 부처로 제출하며 점포마다 반투명 시트지 부착을 권고했다.

이렇게 붙은 불투명 시트지는 편의점 외부에서 내부의 상황을 알기 어렵게 하기 때문에 현장에서 범죄가 발생해도 상황 발견은 지체될 수밖에 없어 편의점 종사자들의 불안이 갈수록 커져가고 있다.

또한 체인사업자에 대한 안전 관리 의무는 적시되어있지 않다보니 호신용품을 구매하고 개인의 안전을 책임지는 것도 점주와 종사자의 몫으로 남겨져있다.

이에 구자근 의원은 “체인사업자는 체인점포의 시설을 현대화하거나 종사자에 대한 유통교육 훈련을 실시하는 등의 현행 경영개선 의무 와 함께 체인점포 내 종사자의 안전을 위한 근무환경의 개선의무를 실행해야한다.”고 주장하며 “그간 체인점주들의 몫이었던 안전 관리에 대한 의무를 체인사업자의 의무로 명확히 하여 체인사업자들의 안전의식을 고취시키고 점주들의 제반 비용을 최소화 하겠다.”며 개정안을 대표 발의한 취지를 밝혔다.

또한 “개정안이 본회의를 통과할 경우 체인사업자들에게 부여될 안전 관리에 대한 의무가 점주들에게 과도하게 전가되지 않도록 제도 운영에 있어서도 끝까지 챙기겠다.”고 덧붙였다.
