의성군 신공항 프리존을 경북 Hexa Port의 중심으로

경북도는 대구경북공항을 중심으로 도내 전 지역을 신공항 프리존, 치유산업축, AI융합형 신성장 삼각지대, 스마트 첨단산업 혁신축, 알타시아α에너지축, 모빌리티·교육·생명 축 등 6개 권역으로 나누어 권역별 발전 전략을 수립했다.

도는 그중 의성군을 중심으로 한 신공항 프리존 권역에 신도시 개발, 농식품산업 클러스터 조성, 관광문화단지 조성 등에 박차를 가하고 있다.

경북도가 계획 중인 공항신도시는 330만㎡(100만평)규모로 7,300세대 1만 5천명 규모의 모빌리티 특화도시(22만평)를 포함해 항공산업단지(59만평), 스마트 항공물류단지(19만평) 등을 포함한 복합 신도시 개발을 준비 중이며, 항공 물류와 항공 산업의 앵커기업을 유치해 규제자유특구 지정을 통해 산업기반 구축과 각종 국비지원과 규제 완화로 관련 산업을 육성할 계획이다.

의성공항신도시를 항공물류와 항공산업, 산업 중심으로 육성

최근 급증하는 중국발 전자상거래 물량으로 인해 지난 10년간 국내 중국발 Sea&Air 환적 물동량은 평균 7.8%씩 성장해 2023년 9만 8천톤으로 이미 인천항 등은 포화상태에 이르렀다.

이에 경북도는 포항 영일만항과 중앙선 철도를 연결하고 대구경북공항 인근에 항구와 직접 연결되는 내륙 복합터미널인 드라이포트를 조성해 중국발 전자상거래 물량과 일본·러시아발 해상 물량을 영일만항에 유치한 후 대구경북공항을 통해 미주, 동남아로 환적 하도록 국제 Sea&Air 시스템을 구축해 나갈 계획이다.

이런 계획의 일환으로 경북도는 공항신도시 내 산업(물류)단지를 물류, 제조, 유통, R&D에 특화된 경제특구로 지정하기 위한 용역을 추진 중이며 경제특구 지정 시 각종 규제 특례와 인센티브 제공으로 국내·외 글로벌 기업 유치로 공항 경제권 성장을 촉진할 수 있을 것으로 기대한다.

또한, 농식품산업 클러스터 조성으로 미래식품 R&D, 생산, 기업지원, 인력양성 인프라 구축을 통해 공항신도시와 연계한 생산·가공·유통서비스·수출 통합플랫폼을 구축하고, 미래식품 산업육성과 경쟁력 확보에 나서 식품산업의 국제 경쟁력을 높이고 농어업인의 소득 증대와 고용 창출에 기여할 것으로 예상한다.

공항신도시 국제 공동캠퍼스 조성

공항신도시 내 항공 관련 도내 교육인프라와 관련 기업 매칭으로 협력체계를 구축해 공동캠퍼스를 조성하고 MRO 공동실습장, 자동 공동물류창고, 인력 양성프로그램 운영, 해외 유학생 유치, 취업 청년 정주 인프라 조성 등 특성화된 국제 공동캠퍼스 조성으로 글로벌 지방시대를 선도하고자 한다.

신규 관광단지 지정 신청 추진

경북도는 K-콘텐츠 한류 테마파크, 산업 역사관과 기업관, MICE 시설(기업 연수원, 콘퍼런스 센터)등을 포함한 1조원 규모의 의성 문화 관광단지에 대한 기본구상과 타당성 검토 용역을 추진 중으로 2026년도 신규 관광단지 지정 신청을 목표로 하고 있다.

스마트 시티와 글로벌 모빌리티 혁신의 중심지로 도약

의성군 일원 공항신도시 지역은 2023년 국토부로부터 전국 최초의 미래 모빌리티 특화 도시 공모사업으로 선정됐으며 국비 3억 5천만원을 투입해 1년간 첨단 모빌리티 특화 도시에 대한 계획을 수립하게 된다.

모빌리티 특화 도시는 국제적 수준의 모빌리티 인프라와 서비스, 자율주행차 및 AAM(Advanced Air Mobility) 같은 첨단 기술도입을 통해 단순한 지역개발 프로젝트가 아닌 모빌리티 혁신의 중심지로 자리매김할 계획이다.

또한, 경북도는 첨단 정보통신기술(Information and Communication Technology, ICT)을 이용한 스마트도시 특화단지 조성으로 도시의 다양한 시스템과 서비스를 디지털화하여 효율적으로 관리하고 스마트 에너지(스마트 그리드, 건물에너지 관리, 재생에너지 등), 스마트 교통(대중교통, 주차, 교통관리 등), 스마트 환경(대기질, 수질, 폐기물, 소음관리 등), 스마트 안전(CCTV, 보안시스템, 방재시스템) 등의 분야에서 기존의 도시문제를 해소할 수 있는 특화 도시를 계획하고 있다.

아울러, 신공항의 도시구상과 광역교통망계획 수립 연구용역 결과에 따르면 산업·물류단지를 포함한 신도시 개발과 광역교통망 구축으로 의성지역에 4,137억원의 생산유발효과, 1,796억원의 부가가치 유발, 2,572명의 취업유발 효과를 낼 것이다.

신도시 산업 활성화를 위한 22개 기업 MOU 체결

또한, 신도시 내 산업 활성화를 위하여 에어인천, 소시어스, 스위스포트코리아 등 22개 민간기업 등과 MOU를 체결하고 국내외 글로벌 기업과 협력을 통해 항공 정비(MRO) 산업 육성을 주도하여 공항신도시를 아시아 물류 허브로 발전시키기 위해 행정적·재정적 지원을 아끼지 않고 있다. 경북도는 도내 항공산업 생태계 조성을 위해 기업 유치·투자 등을 통해 글로벌 항공·물류 기업들과의 협력을 지속적으로 확대해 나갈 계획이다.

The airport new town area in Uiseong-gun was selected as the nation's first future mobility-specialized city public offering project by the Ministry of Land, Infrastructure and Transport in 2023, and a plan for an advanced mobility-specialized city will be established over the course of one year with an investment of 350 million won in national funds.

The mobility-specialized city plans to establish itself as a center for mobility innovation, not just a simple regional development project, through the introduction of world-class mobility infrastructure and services, autonomous vehicles, and advanced technologies such as AAM (Advanced Air Mobility).
