【브레이크뉴스 경북 】이성현 기자=대구경북신공항의 밑그림이 공개됐다. 국방부와 대구시는 18일 ‘대구경북신공항 기본계획’용역 결과를 발표했다. 

기본계획에는 활주로 위치와 방향, 주요 군부대 시설 및 배치계획, 총사업비 등의 내용이 포함돼 있다. 기본계획에 따르면, 대구경북신공항은 2030년 개항을 목표로 2025년에 착공, 11.4조원을 투입해 약 16.9㎢(511만평)의 면적에 2744m 활주로 2본과 약 700여동의 군 부대 시설이 건설된다. 

군위‧의성 공동합의문의 내용이 반영된 민간공항 터미널과 공항진입로, 군 영외관사는 군위에, 군부대 정문과 영내 주거‧복지‧체육시설은 의성에 배치됐다.

다만, 이번에 발표된 기본계획은 K-2 군사시설의 이전에 관한 계획으로, 민간공항 시설은 대략의 위치만 나타나 있을 뿐 구체적인 시설 규모는 포함돼 있지 않다고 밝혔다. 

여객터미널, 화물터미널, 활주로 연장, 주차장 등 민간공항의 시설규모는 현재 국토부가 추진하고 있는 ‘대구공항 민간공항 이전 사전타당성 검토 용역’이 끝나야 알수 있을 것으로 전망된다.

많은 관심을 모았던 활주로의 길이는 민간공항위 경우, 기본계획 상의 활주로 1본을 국토부가 연장하는 방법으로 추진된다. 다만, 중남부권의 항공물류 허브 역할을 충실히 수행할 수 있도록 활주로 규모를 충분하게 건설할 예정이다. 

밑그림이 나오면서 경북도는 기본계획 발표에 따른 후속조치에 들어갔다. 가장 먼저 공항 이전지역을 개발행위허가 제한지역으로 지정하기 위한 논의에 착수할 예정이다. 

개발행위허가 제한지역은 ‘국토의 계획 및 이용에 관한 법률’에 따라 대규모 개발 사업에 따르는 투기성 건축행위를 방지하기 위한 것으로 이 지역 내에서는 건축물의 건축 또는 공작물의 설치, 토지의 형질 변경 등이 제한될 것으로 보인다. 

경북도는 원활하고 안정적인 사업추진을 위해 최대한 빨리 대구시와 협의를 거쳐 개발행위허가 제한지역을 지정할 방침이라고 밝혔다.

군위‧의성 현장소통상담실도 확대 운영한다. 현장소통상담실은 2020년 11월 군위‧의성에 각각 설치된 후 담당공무원이 주2회 출장 근무하면서 공항 건설 계획과 추진상황 등 기본적인 사항에 대한 지역 주민들의 궁금증을 해소하고 의견을 수렴하는 소통의 창구로 활용돼 왔다. 

특히, 이번 기본계획 발표로 편입부지가 결정되면서 개인별 토지편입 여부 및 보상 절차 등에 대한 상담문의가 급증할 것으로 예상되면서 이달 22일부터 내달 16일까지 주5일 상시운영 체제로 전환할 방침이다.

또 주1회는 법무사, 세무사, 감정평가사 등 전문가를 배치해 소유권 이전, 양도‧증여세, 토지보상 등과 관련된 양질의 상담서비스를 제공할 예정이다.

경북도는 고조된 분위기를 지속해서 이어가기 위해 내달 7일 도청 동락관에서 ‘대구경북신공항 범도민추진위원회’출범식을 개최할 예정이다.  

범도민추진위원회는 시군으로부터 추천받은 상공회의소 등 경제단체와 이통장협의회 등 주민단체 대표와 도의회, 지역 주요 언론사 등 약 70여명으로 구성됐다. 

위원회는 도민들의 공항 건설에 대한 이해와 관심도를 높여 민간공항 규모 결정, 특별법 제정 등 앞으로 남은 중요한 결정에 지역의 요구를 반영시키는 동력이 될 전망이다. 

또 항공물류 창출을 통한 물류공항 건설에 지역 경제인들의 참여와 협조를 구하고, 공항 건설의 효과를 도 전역으로 확산시키기 위한 의견을 수렴하는 등 민관협력거버넌스로서 중요한 역할을 담당할 예정이다. 출범식에서는 대구경북신공항 비전도 선보일 예정으로 경북도는‘지방소멸시대의 게임체인저, 대구경북신공항’으로 설정했다. 

지역발전계획은 군위‧의성 신공항 경제권에 대한 기본구상뿐만 아니라 산업, 서비스‧물류, 투자‧인력, 문화‧관광, 공간‧인프라 5대 분야에 대한 혁신성장 방안, 신공항 연계 권역별 발전 방안 등도 포함돼 있어 많은 관심이 집중될 것으로 보인다.

이후 9~10월에는 군위‧의성, 남부권, 북부권, 동해안권에서 주민설명회를 순차적으로 개최해 기본계획의 주요내용과 공항과 연계한 권역별‧시군별 발전계획을 발표할 계획이다.

이철우 경북도지사는 “군사시설의 특성상 기본계획의 모든 것을 공개해드리지 못해 아쉽지만 공식적인 발표를 통해 대구경북신공항 건설 계획의 큰 틀이나마 도민께 말씀드릴 수 있어 기쁘게 생각한다”며“기본계획 이후의 기부대양여 심의, 기본‧실시설계 등 행정절차를 신속하게 완료하고 공사에 들어갈 수 있도록 최선을 다하겠다”고 밝혔다.
