그는 포항 블루밸리 국가산업단지 내 포스코케미칼 음극재 공장을 방문해 이차전지특화단지 지정 신청을 위한 막바지 점검을 하면서 이같이 밝혔다.

이 부지사는 이날 피엠그로우, 대륙신소재와 이차전지종합관리센터 등 관련 기업과‘이차전지 첨단전략산업 특화단지’지정 신청에 따른  특화단지 조성 계획과 애로사항 등의 의견을 종합해 들었다.

현장 방문후에 이뤄진 간담회에서는 블루밸리 산단 내 이차전지 산업생태계 구축을 위한 전력·용수·폐수 등 기반시설 확충과 이차전지 전문 인재 양성 및 산업단지 주변 정주 여건 개선 등에 대해 중점적으로 의견을 나눴다고 밝혔다.

경북도는 포항 블루밸리산단과 영일만산단을 이차전지 첨단전략산업 특화단지로 지정받아 ‘2030년 이차전지 소재 글로벌 초격차 선도’라는 비전을 지시한 바 있다. 특화단지 지정이 되면 1)재활용·핵심원료·전구체·양극재로 이어지는 이차전지 양극소재 전주기 산업 육성 2)고품질 Hi-니켈계 양극재 초격차 기술개발 및 인재양성 3) 이차 전지 전문 특화단지 기반 조성을 중점 추진할 수 있을 것으로 기대된다. 

경북도는 포항이 2019년 배터리 리사이클링 규제자유특구 지정 이후 본격적인 기업투자가 이뤄지는 가운데 포스코케미칼과 에코프로 등 선도기업 중심의 대·중소기업 협력 생태계가 형성되고 있어 이차전지 특화단지에 최적지로 분석하고 있다. 

다만, 최근 미국의 인플레이션감축법, EU의 원자재법 시행 등으로 이차전지 공급망 리스크가 커지고 있는 상황에 이차전지 양극소재 초격차 유지를 위해 중앙정부 차원의 적극적인 지원은 필수적이란 지적이다. 

경북도는 기업의 다양한 현장 의견을 수렴해 2월말 이차전지 특화단지 육성계획서를 제출할 계획이다. 결정은 산업통상자원부·전문위원회 평가 및 국가첨단전략산업위원회의 심의·의결을 거쳐 2023년 상반기 중 지정될 예정이다.

이달희 경북도 경제부지사는 “포항은 2030년 이차전지 세계 최강국을 목표로 하는 중앙정부 의지에 가장 부합하는 이차전지 소재 특화단지다”라며“경북도는 본원적 기술력 확보와 기업의 투자가 몰려드는 첨단기술 혁신허브(Mother Factory)가 될 수 있도록 최선의 노력을 다하겠다”고 전했다.
