사건의 발단은 지난 2월 28일 열린 센터 정기총회에서 비롯됐다. 경북장차연은 "총회 파행의 책임이 있는 비장애인 직원 2명을 해고했으나, 이들이 해고에 불복하고 사무실을 점거하면서 갈등이 이어졌다"고 설명했다.

센터 측은 3월 17일 새 사무국장과 팀장을 선임해 운영을 정상화하려 했으나, 해고 직원 측이 사무실에서 물러나지 않자 임시 사무실을 설치하고 업무를 재개했다. 하지만 포항시는 오히려 이 과정에서 해고된 직원들의 복귀를 사실상 요구하며, 기존 사무실로의 복귀를 조건으로 내세웠다는 게 센터 측 주장이다.
