청암재단과 산하 장애인 거주시설에 대한 각종 비리 의혹이 일부 사실로 확인됐다. 의혹이 일부 사실로 밝혀진 만큼 대구시와 동구청은 올해 연말까지 20여명의 장애인 탈시설을 지원할 방침이다.

 후원금 용도 외 사용, 인권 침해 사실로 밝혀져

대구시는 동구청 및 대구장애인권익옹호기관과 합동으로 지난 해 12월 6일부터 5일간 실시한 '청암재단 법인 및 시설에 대한 특별지도점검 결과'를 22일 발표했다.

이번 특별지도점검 내용은 지난해 10월 청암재단이 운영하는 장애인 거주시설의 장애인 폭행사건, 법인 기본재산 매각, 후원금 용도 외 사용 등이다.

대구시는 민관합동 점검반을 편성해 법인 및 시설(청구재활원, 천혜요양원) 운영전반에 관한 사전자료를 검토하고 법인 및 시설 현장을 직접 방문해 시행했다.

주요 점검 대상은 후원금 용도 외 사용, 기본재산 매각 관련 의혹을 중점으로 법인 운영 전반에 관한 사항과 장애인 거주시설 2곳의 이용인에 대한 폭행, 치료 소홀 등 인권침해 의혹을 중점으로 진행됐다. 

법인 후원금 용도 외 사용 조사 범위는 2017년 1월부터 2021년 10월까지의 사용내역에 대해 이뤄졌으며 점검 결과 용도 외 사용 의혹은 일부 사실로 확인됐다. 

특히, 사용용도를 지정하지 아니한 후원금(비지정후원금) 중 업무추진비, 운영비 등 사무비 사용기준을 벗어난 사례들이 확인돼 여입 조치할 계획이다.

법인의 기본재산 매각 의혹에 대한 점검에서는 매각대금 쪼개기 등을 둘러싼 의혹은 사실이 아닌 것으로 확인됐다.

장애인 거주시설인 천혜요양원, 청구재활원에 대한 인권실태 점검 결과 여성장애인 외출 제한, 이용인 폭행 및 치료의무 소홀 등 인권침해 사실에 대한 구체적 진술 등 관계 자료가 확인됐다.

대구시는 관련법에 따라 조치할 예정이며 시설의 위생, 안전시설 등 전반적인 환경관리 또한 미흡한 것으로 확인됐다.

특히, 주말과 공휴일 시설종사자 배치 기준을 벗어나 종사자 1인이 이용인 10명 이상의 생활을 돌보고 있는 것으로 밝혀져 근무 형태 개선을 통해 이용인의 안전과 생활여건 개선이 필요한 것으로 확인됐다.

이에 대구시와 동구청은 청암재단이 운영하는 장애인 거주시설의 해묵은 문제를 근본적으로 해결하기 위해 거주시설 이용인의 탈시설을 연내 20명 이상 지원키로 했다.

탈시설 장애인을 위한 24시간 돌봄서비스를 지원하는 ‘대구형 융복합돌봄체계’ 구축 등의 대책을 통해 청암재단이 운영하는 거주시설 1개를 폐지하도록 지원할 예정이다.

또 탈시설 장애인자립의 체계적 지원을 위한 전문기관으로 (가칭)‘대구장애인탈시설지원센터’를 설치·운영해 정부의 탈시설 정책과 보조를 맞춰 지속가능한 기반을 마련할 계획이다. 

아울러 거주시설 이용인의 탈시설로 인한 종사자 고용안정 문제 해결을 위해 대구시, 동구청, 법인 및 시설이 참여하는 협의체를 만들어 종사자들의 고용에 불이익이 없도록 할 예정이다.

정한교 대구시 복지국장은 “청암재단 지도점검을 통해 드러난 법인의 후원금 용도 외 사용 및 시설 이용인에 대한 인권침해 문제 등을 법과 원칙에 의해 적극 해결함과 동시에 ‘대구형융복합돌봄 체계’ 구축을 통해 탈시설 장애인에 대한 새로운 24시간 돌봄서비스 제공모델 발굴을 적극 추진하겠다”고 밝혔다.
