대구시는 지난 8월 ‘대구광역시 장애인차별금지 및 인권증진에 관한 조례 일부개정 조례안’을 입법예고 했다.

해당 조례안은 장애인 차별금지 및 인권보장위원회의 설치를 의무규정에서 임의 규정으로 변경하고 기존 위원회의 기능은 장애인복지위원회로 통합한다는 것을 골자로 한다.

이에 대해 대구장애인차별철폐연대는 "장애인 차별금지 및 인권보장 위원회는 2009년, 2015년 등 이미 기존 위원회들의 통폐합 과정에서도 그 특수성과 중요성을 인정받아 독자적으로 운영되어 왔음에도 무리하게 개악을 시도하고 있다"고 지적하며 홍준표 시장과 대구시의회에 대한 규탄에 나섰다.

장애인차별연대 전근배 정책국장은 "지금까지 차별금지 및 인권보장 위원회는 연 1회 정도 개최될 정도로 형식적으로 운영돼왔다."며 “이번에 위원회가 통폐합 되면 대구시의 행정은 더 형식적인 수준에 그칠 것"이라고 주장했다.

또한 “대구시 장애인복지과에서 위원회를 소집하고 회의를 개최하는데 1년에 한번 정도 소극적으로 운영했다.”고 설명하며 “지금은 통폐합을 얘기할 때가 아니라 오히려 기능을 확대, 강화하고 제 역할을 하게끔 하는 것이 옳지 않나?”라고 반문했다. 

그러면서 “장애인 차별금지 위원회와 인권보장위원회는 상위법도 다르고 업무를 맡고 있는 조례나 과업도 내용도 달라서 합치는 것에는 무리가 있다.”고 설명하며 “장애인복지위원회 위원을 30명 정도로 확대 운영한다고 했을 때 30명의 서로 다른 인권 감수성을 가진 사람들이 모여 대구시 장애인복지부서에서 올리는 내용들을 검토하고 자문을 하는 것은 오히려 행정 책임을 높이는 게 아니라 효율을 떨어지는 요식 행위에 불과하게 될 것”이라고 비판했다.

직접 위원회에 참여하고 있는 전은애 함께하는장애인부모회 회장은 “위원들에게 그 어떤 소통도 없이 일방적으로 개악을 시도하는 홍준표 시장과 대구시의 행태에 분노스럽다”고 말했다.

단체는 “홍준표 시장의 책임행정이 진정성 있는 것이라면 오히려 그간 부실한 위원회 운영구조와 조례 이행에 대한 의지 부재를 짚고 이를 개혁할 수 있는 방안을 발표했어야 한다."며 "시의회는 대구시의 장애인 차별금지와 인권보장에 대한 면피성 조례 개악을 즉각 부결할 것을 촉구한다.”고 말했다.

이에 대해 대구시의회 문화복지위원회 김재우 위원장은 “상임위가 심도있는 회의를 거쳐 조례안을 통과시켰고 본회의에서도 통과될 것으로 예상한다.”는 입장을 전했다.

그러면서 홍준표 대구시장이 인권과 복지의 바라보는 시각에 대해 공감하는지 묻는 기자의 질문에 “그렇게 생각하니까 상임위에서도 조례안을 통과시킨 것 아니겠나?”라며 “29일 다른 의원들과 다시 한 번 회의를 통해 해당 내용에 대해 이야기 해볼 것”이라고 말했다.

대구시의회 문화복지위원회 김태우 부위원장은 “기자회견을 통해 장애인차별철폐연대의 입장을 알게 되었다.”면서 “상임위에서는 불필요하게 설치된 위원회가 많다보니 정비가 필요하다는 차원에서 조례안을 통과시킨 것이며 이렇게 반발이 있을 것이라고 생각지 못했는데 좀 더 세밀하게 살펴보고 29일 회의를 거쳐봐야 할 것 같다.”며 조심스러운 입장을 전했다.

한편 지난 9월 19일 시의회 상임위원회를 통과한 ‘대구광역시 장애인차별금지 및 인권증진에 관한 조례 일부개정 조례안’은 30일 본회의 상정을 앞두고 있다.
