이날 연대는 기자회견을 마친 뒤 대구시의회까지 행진을 이어가며 장애인 권리 보장 예산의 필요성을 시민들에게 알렸다.

연대는 지난 4월부터 ‘2025년 대구지역 장애인 권리보장 정책 요구안’을 대구시에 전달하고, 실무·예산 관련 부처와 면담을 거치며 정책 개선을 요구해왔다. 

그러나 최근 공개된 대구시의 2026년도 예산안에서는 핵심 요구사항인 ▲장애인 활동지원서비스 24시간 지원 대상 확대 ▲자립생활센터 인프라 강화 ▲특별교통수단 운전원 증원 등 주요 예산이 충분히 반영되지 않은 것으로 나타났다.

특히 장애인 활동지원서비스는 자립생활과 가족 부담을 덜어주는 제도의 핵심임에도 실질 보장성이 낮아 실제 이용률이 6.2%에 머물러 있고, 최근 5년간 이용자 수도 감소하는 추세다. 중증 장애인의 24시간 지원 수요가 늘고 있지만, 올해 연대가 요구한 24시간 지원 대상 확대 역시 대구시는 단 4명만 추가하는 데 그쳤다.

자립생활센터 역시 권익옹호와 자립지원을 위한 필수 기관이지만, 전국 약 300여 개 센터 중 정부 지원을 받는 곳은 25%에 불과하다. 2023년 장애인복지법 개정으로 ‘자립생활지원시설’이 신설되면서 센터 간 지원 격차와 혼란이 심화되고 있다는 지적이다. 이에 따라 차등 없는 운영 지원과 인프라 강화를 요구하는 목소리도 높아지고 있다.

특별교통수단 현황도 문제로 지적됐다. 대구시는 현재 218대의 차량을 보유하고 있지만 운전원은 215명에 불과해, 차량 한 대당 0.93명이 배정되는 셈이다. 이로 인해 평일 운행률은 82.6%, 휴일은 45.9%에 그치고 있다. 장애인 단체들은 수요 증가와 운행 지역 확대를 고려할 때, 차량 한 대당 최소 2.5명의 운전원 확보가 시급하다고 주장했다.

이날 기자회견에서 노진영 나로장애인자립생활주택지원센터 센터장은 “실제 현장 상황을 무시한 제한적 예산 편성은 장애인들의 권리와 삶을 위협한다”며 “기초권 보장을 위해 대구시는 즉각적으로 예산 확대에 나서야 한다”고 강조했다.

김옥미 다사장애인자립생활센터 사무국장도 “우리 센터는 대구시 지원만으로 운영되는 유일한 시립 자립생활센터”라며 “국비 없이 예산과 인력을 자체적으로 마련해 장애인 권리와 자립 지원을 이어왔다. 그럼에도 대구시는 센터 간 예산을 차별적으로 배분하고 보여주기식 사업에 집중하고 있다. 우리는 단순한 시설이 아니다. 현장에서 장애인들과 함께 권리를 만들어가는 기관으로서 합당한 존중을 받아야 한다”고 목소리를 높였다.

대구장애인차별철폐연대는 이번 행진뿐만 아니라 앞으로도 지속적인 1인 시위와 캠페인을 이어가며 장애인 권리보장 예산 확보를 위한 압박을 계속해 나갈 계획이다.

The current state of special transportation has also been identified as a problem. Daegu City currently has 218 vehicles, but only 215 drivers, resulting in a ratio of 0.93 drivers per vehicle. This has resulted in a weekday operation rate of only 82.6% and a holiday operation rate of only 45.9%. Disability groups have argued that, considering increasing demand and expanding service areas, securing at least 2.5 drivers per vehicle is urgently needed.

At the press conference, Noh Jin-young, Director of the Naro Independent Living Housing Support Center for Persons with Disabilities, emphasized, "Limited budget allocations that ignore the actual situation on the ground threaten the rights and lives of persons with disabilities." He added, "To guarantee basic rights, the Daegu City government must immediately increase the budget."

Kim Ok-mi, Secretary General of the Dasa Independent Living Center for Persons with Disabilities, also voiced her opinion, stating, "Our center is the only municipal independent living center operated solely with support from the Daegu City government. We have maintained support for persons with disabilities' rights and independence by securing our own budget and personnel without government funding. Despite this, the Daegu City government is discriminating between centers and focusing on ostentatious projects. We are not simply a facility. We are an organization that works with persons with disabilities to create rights on the ground, and we deserve due respect."

The Daegu Coalition for the Elimination of Discrimination against Persons with Disabilities plans to continue to pressure for the securing of a budget to guarantee the rights of persons with disabilities, not only through this march but also through ongoing one-person protests and campaigns.
