참석자들은 “장애인의 권리는 사치가 아닌 기본”이라며 “예산 부족을 핑계로 장애인 정책을 미루는 대구시의 태도는 정당화될 수 없다”고 목소리를 높였다.

단체들은 자립생활·이동권·건강·노동·안전·복지 등 6개 분야에서 총 26개 과제를 대구시에 지속적으로 요구해왔다. 하지만 대구시는 홍준표 전 시장 퇴임 이후에도 “재정 여건이 좋지 않다”며 대부분의 정책 신설과 예산 편성을 미뤄왔다는 것이 이들의 설명이다.

이런 요구에 일부 변화도 있었다. 대구시의회 예산결산특별위원회 심의 과정에서 장애인 활동지원서비스 24시간 지원 대상자가 기존 4명에서 6명으로 늘어났고, 정부 지정·시 지정 장애인자립생활센터 간 예산 격차를 줄이는 방안도 반영됐다.

하지만 단체들은 “여전히 충분하지 않다”는 입장이다. “이번 변화는 행정의 선의 때문이 아니라 장애인 당사자들의 끈질긴 투쟁이 이끌어낸 결과”라고 강조했다.

2026년 예산안에는 최중증 발달장애인 통합돌봄 지원 강화, 권리중심 중증장애인 맞춤형 공공일자리 확대 등 장애인의 삶에 직접적인 영향을 미치는 정책은 여전히 빠져 있다고 지적했다.

대구장애인차별철폐연대는 “예산 논리로 장애인의 삶과 권리를 가로막을 수 없다는 점을 대구시는 명심해야 한다”며 “2026년을 장애인 권리보장의 전환점으로 만들기 위해 끝까지 싸우겠다”고 밝혔다.
