지난 27일 정부가 발표한 2025년도 예산안애 농식품부 예산안은 18조 7496억 원으로 편성됐다.

2024년 예산 18조 3392억 원보다 4104억 원 증가했는데 이는 올해 농업예산이 전년 대비 9818억 원 늘어난 것에 비해 절반 수준이다. 

특히 내년도 농업예산에서 눈에 띄는 것은 수입안정보험 예산의 증가규모다. 농업예산 증가규모가 정부 총지출 증가율에 못 미치게 편성됐음에도 불구하고 수입안정보험 예산은 25배나 증가한 것이다.

임미애 의원은 이를 “급박하고 파격적 증액”이라고 지적했다. 

농식품부는 “수입안정보험 품목을 9품목에서 벼·무·배추를 포함한 15품목으로 늘리고 시범사업에서 본사업으로 전환하기 위해 예산을 81억 원에서 2078억원으로 증액했다”고 설명했다.

이에 대해 임미애 의원은 “농업인의 생산량과 소득감소를 보전해주기 위한 수입안정보험 제도의 취지 자체만 보면 부정적이지 않지만 제도시행을 위해서는 준비가 더 필요하다는 지적에 대해 농식품부가 명쾌한 답을 내놓지 않고 있다”고 꼬집었다.

그는 “수입보장보험제도를 성공적으로 도입하려면 농업소득정보체계 구축이라는 중장기적 과제를 함께 수행해야 한다”고 설명했다.

농업인의 과세정보가 없어서 보험금 산출을 위한 수확량 평가와 가격산출을 위한 제도적 기반이 부재한 문제를 해결하지 못한 상황에서 예산의 급격한 확대는 졸속추진이라는 지적이다.

임 의원은 또 “수입보장보험 제도의 확대로 인해 농작물재해보험 예산을 삭감한 것도 우려스럽다”고 말했다.

이에 대해 농식품부는 “수입안정보험이 확대되기 때문에 중복성이 있는 농작물재해보험 예산을 줄였다”며 재해보험 예산을 전년도 5356억원에서 4842억원으로 9.6% 축소했다. 

그러나 임 의원은 “농업인 입장에서 농작물재해보험보다 수입안정보험 가입을 강요받는 셈”이라며 “본사업의 실효성이 증명되지 않은 수입안정보험을 선뜻 선택하거나 갈아탈 수 있는지 의문이다”고 말했다.

그는 “지역소멸의 위기를 직격탄을 맞고 있는 농업·농촌의 예산이 후순위로 밀리고 증가율이 후퇴한 것은 심히 유감이다”고 전했다.

그러면서 “이번 정기국회 예산심사에서 농업예산 증가율이 전년도 대비 반토막 난 점에 대해서 꼼꼼하게 조사할 것이며 삭감된 예산 중 무리하게 감액된 사업이 없는지 면밀하게 살펴보겠다”고 강조했다.

아울러 “수입안정보험예산의 급격한 증액의 타당성에 대해서도 철저히 파악하고 농업예산이 탄소중립과 기후재난에 대비할 수 있도록 편성됐는지 심사하겠다”고 덧붙였다.

The rapid expansion of the budget is being criticized as a hasty move in a situation where the problem of lack of tax information for farmers and the absence of an institutional foundation for evaluating yields and calculating prices for calculating insurance benefits has not been resolved.

Rep. Im also said, “It is concerning that the budget for crop disaster insurance has been cut due to the expansion of the import guarantee insurance system.”

Regarding this, the Ministry of Agriculture, Food and Rural Affairs said, “Since the income stabilization insurance is being expanded, the budget for crop disaster insurance, which has duplication, has been reduced,” and reduced the disaster insurance budget by 9.6% from 535.6 billion won in the previous year to 484.2 billion won.
