【브레이크뉴스 대구】진예솔 기자=더불어민주당 임미애 의원(농해수위, 비례)이 인구감소지역에 주택을 추가 취득할 경우 양도세를 면제해주는 조세특례제한법 개정안을 19일 대표발의 했다.

해당 법안은 지방소멸문제가 국가적 위기로 이어지고 있는 가운데 지방으로의 인구유입을 유도하기 위해 발의됐다. 

고령사회 진입에 따라 은퇴 이후 고향이나 귀촌을 모색하는 사람이 늘고 있다. 특히 여가시간 확대로 인해 ‘5도 2촌’등 주중 5일은 도시, 2일은 농촌에서 살고자 하는 사람들이 증가하고 있는 것이다.

한국농촌경제연구원의‘2021 농업·농촌 국민의식 조사’에 따르면 은퇴 후 또는 여건이 될 때 귀농·귀촌 여부에 대해 34.4%가 ‘의향 있다’고 응답했따.

또한 `도시 지역과 농산어촌 지역 모두에 생활거점을 두고, 도시 지역이나 시골에서 생활하는 복수거점 생활'을 선호한다는 응답도 49.1%에 달했다. 

그러나 수도권 등에 1주택을 보유하고 있는 경우 지역으로 이주해 추가 주택을 구매하고 싶어도 1가구 2주택자에 대한 양도세 중과세로 실행을 주저하는 경우가 많은 것이 사실이다.

이에 조세특례제한법 개정을 통해 1주택 소유자가 인구감소지역에 추가 주택을 취득할 경우 1주택자로 간주, 양도세를 면제하도록 하는 내용을 명시했다.

이는 더불어민주당 22대 총선공약으로 국회 통과 가능성이 높은 상황이다. 

임미애 의원은 “5도 2촌’문화가 정착되고 지역에 더 많은 사람이 거주하고 머물수 있게 되길 바란다”고 말했다.

As we enter an aging society, the number of people seeking to return to their hometown or rural areas after retirement is increasing. In particular, due to the expansion of leisure time, the number of people who want to live in the city for five days a week and in the countryside for two days, such as ‘5 provinces, 2 villages’, is increasing.

According to the ‘2021 Agricultural and Rural National Awareness Survey’ by the Korea Rural Economic Institute, 34.4% responded that they are ‘willing’ to return to farming or rural areas after retirement or when circumstances allow.

In addition, 49.1% of respondents said they prefer a ‘multi-home lifestyle with a base in both urban and rural areas, and living in urban or rural areas.’

However, it is true that many people who own one house in the metropolitan area and want to move to the region and purchase an additional house are hesitant to do so due to the high transfer tax on two houses per household.

Accordingly, the Special Tax Exceptions and Restrictions Act was revised to specify that if a single-house owner acquires an additional house in an area with a declining population, they will be considered a single-house owner and exempted from the transfer tax.

This is a 22nd general election pledge of the Democratic Party of Korea, and there is a high possibility that it will pass the National Assembly.

Rep. Im Mi-ae said, “I hope that the ‘5-do, 2-chon’ culture will take hold and that more people will be able to reside and stay in the region.”
