양금희 의원이 한국전력, 한국수력원자력, 발전 5사(중부‧남동‧동서‧서부‧남부)로부터 제출받은 자료에 따르면 2010년 이후, 30억원 이상 규모의 공사에서 설계변경으로 사업비가 5억원 이상 증액된 사례가 총 361건에 달하는 것으로 나타났다.

공사비 증액이 가장 많은 곳은 한수원으로 11년간 2조5752억. 서부발전(5943억), 한전(4689억), 중부발전(3985억), 동서발전(2263억), 남부발전(354억), 남동발전(93억) 순으로 발전소 건설, 보강, 정비 외에도 사옥, 사택 신축시에도 수시로 공사비가 증액됐다.
