【브레이크뉴스 대구】진예솔 기자=지난 19일 양금희 국회의원(대구 북구갑, 산업통상자원중소벤처기업위원회)이 실외이동로봇과 관련하여 ‘지능형 로봇 개발 및 보급 촉진법 일부개정 법률안'을 대표발의했다.
양금희 의원은 식당에서 음식을 나르는 배달 로봇과 관련한 규제가 과도하다고 지적하며 이에 대한 법률적 근거마련에 나섰다.
자율주행로봇은 현행 도로교통법상 자동차에 해당해 실외 인도나 횡단보도 통행은 불가능하며 업체가 실증특례를 받아도 배달 로봇 1대를 현장에 투입하려면 현장 요원 1명이 동행해야 하는 상황이다.
이와 같은 규제로 국내 자율주행로봇 산업의 성장을 가로막는다는 지적이 제기되어온 가운데 양금희 의원은 “현재 ‘차마’로 분류되는 주행로봇 중에서 보도 통행 허용 대상 로봇의 범위를 특정하고, 도로교통법상 보도 통행 금지 대상에서 제외하기 위한 실외이동로봇의 정의를 신설했다.”고 밝혔다.
그는 “이번 개정안을 통해 보도 통행 허용의 핵심 전제조건인 로봇의 안전성을 인증하기 위한 법정 인증체계 도입의 근거를 마련했으며, 로봇으로 인해 발생 가능한 사고에 대비하여 손해를 담보할 수 있는 안정보장사업 실시 여건을 마련했다.”고 설명했다.
법안을 대표발의 한 양금희 의원은 “2030년 자율주행로봇 세계시장 규모는 222억달러로, 전체 배송 중 배달 로봇이 차지하는 비중이 20%에 이를 것이라는 전망하는데, 국내는 규제로 인해 자율주행로봇 산업의 성장이 가로막혀 있다”고 지적하며, “안전성 기준을 충족하는 자율주행로봇의 보도 통행 기반을 마련함으로써 새로운 비즈니스 기회가 열리길 기대한다.”고 밝혔다.

He said, “Through this amendment, we have laid the groundwork for introducing a statutory certification system to certify the safety of robots, which is a key prerequisite for allowing pedestrians to walk on the sidewalk. We have created the conditions.”
Representative Yang Geum-hee, who introduced the bill, said, “The global market for autonomous driving robots is expected to reach $22.2 billion by 2030, and delivery robots will account for 20% of the total delivery. This is blocked,” he said, adding, “We expect to open up new business opportunities by establishing a footpath for autonomous robots that meet safety standards.”
