【브레이크뉴스 대구 】이성현 기자= 국민의힘 제22대 국회의원선거 후보자 공천관리위원회는 5일 제17차 회의를 통해 그동안 경선 방식을 정하지 못해 지역들이 갑갑해하던 대구 북구 갑과 동구군위갑에 대하여 ‘국민추천제’를 도입해 경선을 치른다고 밝혔다. 

또, 박근혜 전 대통령의 후광이 있을 것이라고 예측되7면서 지역정치권에 적지 않은 논란이 됐던 대구 달서 갑 지역구에 대하여는 예측대로 유영하 변호사를 단수 추천하면서 이번 공천 시스템의 최대 오점 중 하나로 남게 됐다. 

공관위는 국민 추천제에 대하여 “대한민국 국민이라면 누구나 신청 가능하며, 제3자 추천도 가능한 베리어프리(barrier-free) 공천 제도”라고 짤막하게 소개하고는 “국민의힘과 함께 길을 만들어 가고자 하는 모든 지원자들을 위해 온라인 접수를 원칙으로 하고, 심사료가 없고 제출서류 역시 최소화해 진입장벽을 낮췄다. 무엇보다 ”고 설명했다.

그러면서 “국민공천의 메인 컨셉은‘국민추천 프로젝트’로 ‘국민이 추천하는 국회의원’이라는 의미를 담고 있으며, 그만큼 국민 눈높이에 맞는 후보를 적극 발굴하겠다는 의지를 담은 것으로 봐달라”고 전했다. 공관위는 또 “국민추천 프로젝트 역시 도덕성, 사회 기여도, 면접 등 객관적인 기준을 바탕으로 심사 및 면접 절차를 투명하게 진행해 나가겠다”고 하고 “다른 생각, 다양한 환경의 사람들이 모일 때 진짜 국민의 대표가 탄생할 수 있는만큼 국민 여러분들의 많은 관심과 신청”을 당부했다. 

국민추천제가 도대체 뭔데? 

공관위의 결정이 밝혀지자 지역 정가는‘국민추천제’가 도대체 무엇인지에 대한 궁금증이 쏟아졌다. 그만큼 해석과 적용방식도 다양했다. 

일단 현역 국회의원은 물론, 공천 신청한 예비후보자에 대하여 공관위가 적합한 후보자를 찾지 못했다는 주장에 대하여는 전체적으로 인정을 하면서도 정작 이들 후보자들에 대한 ‘컷오프’ 또는 ‘배제’라는 표현이 없는 것을 감안, 기존 출마자들 역시 국민추천제에 참여할 것으로 전망했다.

정가 관계자는 “이들 기존 후보들까지 모두 포함하는 경선을 한다고 하면 결국은 추천과 선택의 폭이 넓어야 공관위가 그리는 인재 풀을 가동할 수 있을테지만, 지금 상황은 시간적으로 촉박하다. 그렇다면 추천에서 선택으로까지 이어지는 폭이 좁아지고 결국은 기존의 사람들을 가지고 공관위가 결정할 수밖에 없을 것으로 보인다”고 예측했다. 

이어 그는 “공관위가 겉은 멋지게 포장했지만, 결과적으로 국민들에게 큰 감동을 주기는 어려울 것 같다. 공관위가 부담을 느껴 공천을 결정하지 못하는 이제까지의 상황을 국민을 끌어들여 자신들의 책임을 돌려보려는 것밖에는 안될 것”이라고 평가절하했다. 

실제, 국민의힘은 국민추천제를 그동안 홍보해 왔지만, 아직까지 정확한 기준이나 방식이 정해진 바가 없다. 정가와 지역 사회가 ‘국민추천제’가 아닌 ‘국민책임제‘라고 우려하는 이유다.
