개정안 발의에는 기획재정위원회 더불어민주당 간사인 고용진 의원도 공동발의자로 참여하여 여야 간사가 한국은행의 역할 재정립에 공감대를 형성한 것으로 보인다.현재 '한국은행법'에는 한국은행의 설립목적을 “효율적인 통화신용정책을 통해 물가안정을 도모하되 금융안정에 유의해야 한다”고 규정함으로써 물가안정을 중앙은행의 주된 목표로 하고 있다.

그러나 글로벌 경제위기와 코로나19의 전 세계적인 확산으로 저성장·저물가의 경제구조 변화가 심화되고 있어, 물가안정 하에서 지속가능한 경제성장을 추구한다는 과거의 정책 패러다임은 더 이상 유효하지 않다는 인식이 확산되고 있다.

이에 따라 중앙은행의 역할 재정립 논의가 활발히 진행되고 있고, 미국, 영국 등 세계 각국의 중앙은행은 물가안정 외에 고용안정을 설립목적으로 규정하는 등 변화하는 경제·사회환경에 민첩하게 대응하고 있다. 

류성걸 의원은 지난달 16일 열린 한국은행 국정감사뿐 아니라 기획재정부에 대한 국정감사에서 한국은행이 국가경제의 위기상황에 너무 안일한 자세를 가지고 있음을지적하고, 고용안정을 한국은행의 책무에 넣어야 한다고 수 차례 주장한 바 있다.이번 개정안에서 류성걸 의원은 한국은행의 설립목적에 ‘고용안정’을 추가하는 한편 금융통화위원회의 의결사항에 고용안정을 위한 금융지원에 관한 사항을 추가했다.

개정안이 통과되면 정부와 한국은행이 함께 고용안정을 위한 정책을 수립하고, 집행할 수 있어 저성장 시대의 고용안정에 크게 기여할 전망이다.

개정안을 발의하면서 류 의원은 “국민경제의 상황이 너무 심각하다. 현실감이 결여된 것으로 비판받고 있는 한국은행이 이제는 국민의 고통을 해결하기 위해 두 팔 걷고 나서야 한다. 이를 위해 한국은행에 새로운 권한과 책임을 부여하는 한국은행법 개정안을 발의하게 되었다”라고 말했다.

또한, 류성걸 의원은 정부의 예산안을 회계연도 개시 ‘120일 전까지(9월 3일)’ 제출하게 한 현행법을 회계연도 개시 ‘90일 전까지(10월 3일)’ 제출하게 하는 국가재정법 개정안도 함께 발의했다.

이 개정안은 국회 회기상 일반적으로 10월에 국정감사를 실시하고 있어 9월초에 제출된 정부예산안은 10월말 이후가 되어야 본격적인 심사에 착수하게 되므로, 현행 국가재정법에 따라 9월초에 제출된 예산안을 검토할 여유가 부족하다는 현실을 반영한 것이다.
