한수원은 지난 월성1호기 감사원 감사결과에 따라 원전 계속운전 경제성 평가 지침을 개발했고, 고리2호기는 개발된 지침에 따라 경제성평가가 시행됐다. 

이번 평가에서 고리2호기 이용률은 과거 10년 실적 평균에 따라 78.6%로 판매단가는 최신연료비와 과거 5개년 실적단가를 반영한 65.08원으로 설정해 계산했다. 설비투자 등 계속 운전 비용은 3,068억원으로 측정했다.

원자력안전위원회로부터 계속 운전 허가를 받으면, 최대 가동 기간은 10년이다. 하지만 고리 2호기는 문 정부의 탈원전 정책으로 인해 계속 운전 신청 적기를 놓쳤다. 

현 시점에서 가동 연장을 위한 심사 절차 등을 고려했을 때 실질적 가동 시간은 약 80개월(6.67년)로 가동시간이 30% 이상 감소함에 따라 계속 운전으로 얻는 이익도 1,619억원으로 감소했다. 

하지만 가동률을 90%이상으로 높인다면 같은 기간 경제적 이익은 3,356억원으로 증가하는 것으로 나타났다.

양금희 의원은 “정부의 무리한 탈원전 정책에 고리2호기 연장을 위한 골든타임을 놓쳤고 수천억원의 경제적 손실로 이어졌다”고 지적했다.

이어 “20일 인수위에서 원전의 계속운전 신청시기를 현행 설계수명 만료일 2~5년전까지에서 5~10년전까지로 앞당기는 방안을 제안한 만큼 보다 더 안정적으로 원전 정책이 추진될 것이라 기대한다”고 밝혔다.
