【브레이크뉴스 】박은정 기자=김승수 국회의원(국민의힘·대구 북구을)은 16일 문화재청으로부터 제출받은 ‘2021회계연도 결산사업설명자료'에 따르면 2021년 문화재청은 가야역사문화센터 건립 예산으로 전년도 이월액 2억 7,200만 원을 포함한 총 78억 4,200만 원을 집행했다.

그러나 이중 설계비와 공사비 등 18.8%(14억7,700만 원)만 실집행하고 나머지 예산은 다음연도 이월, 불용 처리한 것으로 알려졌다.

공사계약 및 감리용역 계약이 같은해 12월 말에 뒤늦게 체결되면서 일부 선금 지급 후 잔여 예산 63억 2,500만원을 이월했고, 철근 자재 수급 상황 악화로 인해 구입이 불가한 이유로 4,000만원을 불용처리했다.

전년도인 2020년에는 42억 6,700만원의 예산을 확보했으나, 설계비 9억 4,600만원만 사용하고, 30억원이 넘는 공사비와 관리비를 국고로 반납했다. 

국립가야역사문화센터 건립 사업은 2020년 하반기 착공해 오는 2023년 개관 예정이었으나 2년여 가까운 기간을 허비하고서야 올해 3월 착공에 들어갔다.

당시 문화재청이 설계 과정에서 거쳐야 할 행정절차에 최소 10개월이 소요되는 점을 예상하지 못했을 뿐만 아니라, 관계 부처간 협의가 늦어지면서 무지와 무능함의 극치라는 비난을 받은 바 있다. 

그런데도 당시 여당인 민주당이 문재인 정부의 국정과제라는 이유만으로 국회 예산심사 과정을 거치면서 애초에 설계비만 반영했던 예산을 여당의 요구로 공사비와 감리비를 무리하게 포함시켜 부실에 부실을 거듭하는 결과를 초래했다.

김승수 의원은 “가야 유적을 조사해 유의미한 발굴 성과를 이뤄낸 점에 대해서는 긍정적으로 평가하지만, 행정절차를 무시하고 무조건 예산만 확보하고 보자는 식의 예산 편성은 오히려 사업의 부실을 더욱 악화시킬 수있다”고 지적했다.

이어 “국가 재정의 효율적인 예산집행을 위해서는 사업 진행 과정의 초기 단계부터 꼼꼼하게 챙겨야 한다”며, “국립가야역사문화센터 건립 사업이 부실집행 사업의 표본이 되지 않도록 사업이 마무리될 때까지 원활한 사업 진행을 위한 철저한 점검이 필요하다”고 덧붙였다.
