일명 이승기 사태 방지법‘대중문화예술산업발전법 일부개정법률안’은 ‘연예기획사와 대중문화예술인 간 계약 및 회계처리의 투명성과 공정성을 강화하는 내용이다.

김승수 의원은 법률안에 문화체육관광부가 대중문화예술사업 관련 불공정행위를 조사할 수 있는 법적 근거를 마련하고, 대중문화예술기획업자가 소속 예술인에게 연 1회 이상 정기적으로 회계장부를 비롯한 회계 내역을 제공하도록 의무를 부과하도록 하는 내용을 명시했다.

향후 본 법안이 법제사법위원회를 거쳐 최종적으로 국회를 통과할 경우, 예술인들이 정당한 보수를 요구하기 어렵게 만들었던 소속기획사와 예술인 간 정보의 비대칭성 해소 등 대중문화예술계에 공정 환경 조성이 가속화될 것으로 기대된다.

김승수 의원은 “우리나라 대중문화예술산업이 급격히 성장했지만, 아직도 불투명한 회계 처리, 위계에 의한 불공정 계약 관행, 계약 미이행 등 관행이라는 이름 아래 행해지는 여러 불공정 행위가 계속되고 있다”며 “전국민을 충격에 빠트린 이승기 사태와 같은 전 근대적인 문화예술계 불공정 행위가 반드시 근절될 수 있도록 본 개정안이 조속히 국회 본회의를 최종 통과하는데 최선을 다하겠다”고 밝혔다.
