【브레이크뉴스 대구】진예솔 기자=김승수 의원(국민의힘, 대구 북구을)이 낚시를 레저 스포츠로서 활성화하기 위해 합리적 낚시 규제 개선 3법을 대표 발의했다고 밝혔다.

30일, 김승수 의원은 '낚시 관리 및 육성법 일부개정법률안', '물환경보전법 일부개정법률안', '하천법 일부개정법률안'을 대표 발의하면서 “낚시에 대한 규제조문을 합리화하고 절차규정 등을 정비하여 모든 국민이 보다 편하게 즐길 수 있도록 하고자 한다.”는 법안 발의 취지를 밝혔다.

김 의원은 “최근 남녀노소 불문하고 온 가족이 즐길 수 있는 레저스포츠로서 낚시인구가 급격히 증가되고 있고 이에 따른 산업도 급속도로 팽창하고 있다. 그렇지만 우리의 제도와 정책이 충분히 따라가지 못하고 있는 것이 현실이다.”고 말했다. 

이에 김승수 의원은 지자체의 장으로 하여금 낚시통제구역의 지정 등에 관한 업무를 체계적이고 투명하게 수행하기 위해 실태조사를 실시하게 하여 낚시통제구역 지정 등의 절차에 반영하도록 했다. 

또한 낚시통제구역 지정 시 지역 주민 등 다양한 이해관계자의 의견을 수렴하는 절차를 마련하도록 했다고 밝혔다.

'물환경보전법 일부개정법률안'의 경우 현재 국민들의 수변 접근권과 수변 이용권 등을 심각하게 제한하게 되는 낚시금지·제한구역의 지정에 대해 지정근거만 있을 뿐 그 변경과 해제의 근거와 구체적인 기준 및 절차규정이 없는 미비점을 보완하여 낚시금지·제한구역의 변경 및 해제 근거를 신설했다.

'하천법 일부개정법률안'은 현대의 낚시가 다양한 미끼를 사용하고 있는 현실을 반영하지 못하고 하천의 수질 등에 영향을 미친다며 일률적으로 제한하고 있는 불합리한 규제를 개선하였다. 하천 수질에 영향을 미치지 않는 미끼를 사용하는 낚시행위에 대해서는 예외적으로 허용하도록 하고, 낚시금지구역 또는 낚시제한구역의 지정, 변경 등의 절차에 관한 사항을 신설하여 하천의 수질 오염 방지와 국민들의 낚시행위 향유를 조화롭게 도모하고자 했다.

김승수 의원은 “낚시를 수질 등 환경보전과 조화를 이루면서 노약자와 장애인들을 비롯한 모든 국민들이 보다 편하게 즐길 수 있도록 제도와 규정을 개선할 필요가 있다.”면서 “앞으로 낚시가 건전한 국민 레저문화로 자리 잡을 수 있도록 국회차원에서 더욱 관심을 가지고 노력하겠다.”고 말했다.
