'술에 취한 상태에 있다고 인정할 만한 타당한 이유가 있는 사람은 자동차 등 노면전차 또는 자전거를 운전한 후 측정을 곤란하게 할 목적으로 추가로 술을 마시거나 혈중알코올농도에 영향을 줄 수 있는 의약품 등 행정안전부령으로 정하는 물품을 사용하는 행위를 해서는 안 된다'는 세부 내용이 포함된다.

또 음주측정 방해 행위자에게도 면허취소, 음주운전 방지장치 부착 등 그간 음주 측정 거부자에게만 적용해 온 조치를 동일하게 적용하도록 하는 내용이 들어있다.

김승수 의원은 “유명 연예인의 음주운전 혐의가 세간에 알려지면서, 이에 경찰도 음주 측정을 피하기 위한 도주 행위와 술타기 수법을 둘러싼 제도적 보완의 필요성에 공감대가 형성됐다”며 “그동안 미비했던 법률안이 이번 본회의 통과를 계기로 음주운전으로부터 국민의 생명과 신체를 지켜낼 수 있기를 기대한다”고 말했다.

Kim Seung-soo said, “As the suspicion of drunk driving by a famous celebrity became known to the public, there was a consensus among the police on the need for institutional improvement surrounding the act of running away to avoid the breathalyzer test and the method of drinking,” and “I hope that the bill, which was insufficient until now, will be able to protect the lives and bodies of the people from drunk driving through this plenary session.”
