【브레이크뉴스 대구】진예솔 기자=김승수 국회의원(국민의힘·대구 북구을)이 대표 발의한 '만화진흥에 관한 법률' 일부개정법률안(이하 만화진흥법)이 국회 본회의를 통과했다고 28일 밝혔다.

만화진흥법은 국회 본회의 재석 185인 중 찬성 184인, 기권 1인으로 통과됐다고 밝혔다.

해당 법안은 웹툰의 정의 신설을 비롯해, 작가의 창작환경 개선, 교육훈련 수당 지원, 표준계약서 사용 시 관련 재정 지원 우대 등 작가 권익보호 관련 내용, 지역 균형발전 및 만화산업 기반시설 조성, 만화 관련 융복합 콘텐츠산업 발전 등 만화산업 발전에 관한 내용을 골자로 한다.

지난 2012년 제정된 만화진흥법은 그동안 여러 차례 개정에도 불구하고 국내외 만화시장과 웹툰 업계의 변화를 반영하지 못하고 있다는 지적이 있었다. 

이에 김승수 의원은 우리나라 웹툰이 글로벌 만화시장을 주도하며 세계 표준으로 자리 잡고 있음에도 만화의 정의에 웹툰이 포함되지 못하고, 유료·거대 플랫폼의 성장 등으로 촉발한 불공정 계약·열악한 창작환경 등 만화가 소외문제에 대해서도 제대로 담기지 않는 상황을 개선하고자 해당 법안을 대표 발의했다.

본 법안이 국회를 최종 통과함에 따라 웹툰 정의 신설 및 정부의 기본계획과 시책 강화, 기반시설 조성 지원, 실태조사 강화 등이 이뤄져, 작가들의 권익 보호 증진 및 융복합 신산업 발전 등 만화계 지속 확대발전에 큰 도움이 될 것으로 기대되고 있다.

 김 의원은 국회 등원 후 다양한 만화계 전문가들의 의견 및 업계 숙원내용을 수렴하는 등 약 1년간의 준비 과정을 거쳐 지난 2021년 4월 만화진흥법 개정안을 발의했으며, 발의 이후에도 지속적으로 관계부처와의 의견조율 및 대안 제시 등을 이어가며 법안 통과를 위해 노력했다.

뿐만 아니라 김 의원은 최근 만화업계의 가장 큰 문제 중 하나인 불법복제유통 근절을 위해 만화계 관계자 및 관련 정부 관계자 등과 정기적인 연석회의를 진행하며 만화계 발전 및 공정 상생 방안 마련에 꾸준히 노력하고 있다.

만화진흥법을 대표 발의한 김승수 의원은 “본 법안 통과로 웹툰을 비롯한 우리나라 만화산업의 지속 발전과 만화가 권리 보호 및 업계 상생환경 조성에 큰 도움이 될 것으로 기대한다.”며, “앞으로도 만화산업 발전 과정에서 소외되고 있는 개별 종사자의 권익 보호와 최근 심각한 문제로 대두되고 있는 불법유통의 근절을 위한 의정활동에 더욱 최선을 다해나가겠다”고 밝혔다.
