이번 만남은 이달 말 국토교통부가 주거정책심의위원회를 열어 일부 지역의 조정대상지역 해제를 검토할 예정인 가운데, 대구시의 주택시장 침체가 가속화 되는 상황을 해결하기 위해 마련되었다.

이들은 대구광역시 대부분이 조정대상지역으로 지정된 이후 주택시장의 침체가 가속화되고 있어 조정대상지역 해제의 필요성을 역설했다.

지난 문재인 정부에서의 실패한 부동산 정책에 의해 지정된 조정대상지역을 계속해서 이어가는 것은 맞지 않고, 더 이상 대구를 규제지역으로 놔둘 타당한 이유가 없는 만큼 조정대상지역 해제는 반드시 필요하다는 것이다.

지역 의원들은 “주택난이 심각한 수도권과 달리 대구광역시는 주택공급이 충분함에도 문재인 정부가 조정대상지역으로 지정하면서 심각한 부동산 경기침체를 겪고 있다”며, “서민 실수요자 ‘내집 마련’과 대구 부동산 시장 정상화를 위해서는 규제 해제가 반드시 필요하다”고 설명했다.

대구광역시 자료에 따르면, 지난 4월 대구시 미분양 물량은 6,827호로 특·광역시 전체의 무려 72%를 차지했고 이는 전년 동월대비(897호) 7배 이상 급증한 수치인 것으로 나타났다.

주택 거래량과 가격 역시 크게 감소했다. 올해 4월말 기준 대구시의 최근 6개월간 주택 거래량과 가격지수는 각각 39.3%, 1.4% 감소하면서 세종특별시에 이어 두 번째로 높은 감소세를 보였다.

이외에도 주택 거래량과 가격이 타 특·광역시에 비해 크게 감소했고 청약율은 0.89:1로 전국 최저인 것으로 나타나며, 부동산시장 주요 지표들이 전부 최악의 수준을 보였다.

앞서 권영진 대구시장 역시 원희룡 국토부 장관과 실무 관계자들에게 대구의 시장 상황과 조정대상지역 해제 타당성을 꾸준히 전달해온 것으로 알려진다.

그러나 국토부에서는 특정 지역의 규제를 풀면 다른 지역에서도 요구가 이어질 것을 우려하며 이를 숙고 중인 것으로 전해진다.

이 가운데 국회의원들까지 적극적인 요구를 위해 직접 나서면서 국토부가 대구의 조정대상지역을 해제할 것인지에 귀추가 주목된다.
