【브레이크뉴스 대구 】이성현 기자=(사)아시아포럼 21이 주최한 제144회 릴레이 정책토론회에 참석한 양금희 경상북도 경제부지사는 ‘경주 APEC‘의 성공적인 개최를 확신했다. 

그는 “APEC 준비 사항은 계획대로 차질 없이 거의 완벽하게 완료 및 완료 직전에 있다”면서 “10월부터 시뮬레이션을 진행할 예정”이라고 현재까지 진행 상황을 통틀어 설명했다. 그는 이번 행사의 주요 취재 대상을 ‘미국과 중국의 정상회담’, ‘한국과 미국, 중국과의 정상 회담’이 될 것으로 예상했다.

주요 섹션으로는 CEO 서밋과 문화적 공연, 경상북도가 보유하고 있는 K-뷰티 소개 등이 볼만할 것이라고 소개했다. 

만찬장 논란에 관해 양 부지사는 “만찬 장소 결정은 준비위원회인 외교부(정부) 소관이고, 이에 대한 실무는 경상북도가 담당하고 있다. 이번 컨셉은 당초 경주를 보여주자는 취지로 박물관을 선택한 것으로 안다. 그러나 새 정부 들어 이 같은 취지가 새정부 컨셉에 맞게 약간 조정된 것 같다”며 “결정적으로 만찬장이 변경된 이유는 참석 인원이 대폭 증가했기 때문”이라고 부연했다. 

한편, 만찬장으로 사용하기 위해 80억원을 투입해 공사를 진행했던 경주박물관은 CEO 서밋의 경제 행사 장소로 활용할 예정으로 알려졌다. 

양 부지사는 POST APEC의 복안으로 1) 다보스 포럼과 같은 포럼을 만들어 K- POP 등 모든 문화적 요소를 소개하는 경주 포럼을 창설하고 2) 보문호의 리노베이션 3) 경주를 세계 10대 관광지로 만들 것“이라고 소개했다. 그러나, 이를 위해서는 당장 경주 직항 노선과 관광객들에게 제시되는 합리적인 경비, 지역 컨텐츠 등 어느 것 하나도 빠져서는 안된다는 당면 과제가 있다. 특히 숙박비 등은 여행 경비 산정시에 매우 중요한 역할을 하는 만큼, APEC 기간 중 잠깐 특수만을 목적으로 하는 얄팍한 상술을 운용했다가는 미래 ‘포스트 APEC’ 성과를 해치는 주원인이 될 수 있다는 지적이다.

신공항 등 경북 지역 현안에 "우리 패싱당하지 않고 있어"

이날 토론회에서는 경주 소식외에도 경북 지역 경제 전반에 관한 질문도 나왔다. 우선 신공항 등 경북 현안 사업 관련해서 그는 “현 정부의 신공항 기조에 대하여 우려하시는 분들이 많은 것 같은데, 지금 우려는 신공항이 된다, 안된다는 단계의 우려는 아니다. 기부대양여 방식이라는 특성상 남겨진 과제는 재정을 어떻게 마련할 것인가의 문제인데, 그런 측면에서 보더라도 현 정부의 실질적 패싱 같은 것은 없어 보인다. 잘 보이지는 않아도 예정대로, 수순 대로 가고 있다고 본다”고 말했다. 

지역 기업의 미국 관세에 대하여는 “걱정은 많으신 것 같은데, 아직 타격을 받고 있는 상황은 아닌 것 같다 ”며 다소 긍정적으로 분석했다. 

그러면서 “관세 인상으로 인한 자동차 부품 업체 위기를 예상해 R&D 지원과 무역 분야 지원 등에 대한 준비를 하고 있다”고 말했다. 

한편, 양금희 부지사는 자신의 지방선거 출마 관련해서는 신중한 입장을 나타냈다. 양 부지사는 교육자 경력을 살려 교육감 선거에 출마할 것으로 지역사회는 전망해 왔다. 그는 이날 “ 지금은 모든 역량을 APEC에 쏟고 있다”며 “이제까지 무엇을 하겠다고 먼저 결정하고 나서지 않았다. 현 상황에서 최선을 다한 뒤 그 평가를 바탕으로 그때그때 내가 할 수 있는 역할을 찾았던 것 같다. 행보를 안하지는 않겠지만 지금은 결정을 유보한 상태로 봐 주시면 좋겠다”고 양해를 구했다.

Regarding the controversy surrounding the banquet venue, Vice Governor Yang stated, "The decision on the banquet venue is under the jurisdiction of the Ministry of Foreign Affairs (government), which is part of the preparatory committee, and North Gyeongsang Province is in charge of the practical aspects. I understand that the museum was initially chosen with the intention of showcasing Gyeongju. However, under the new administration, this intention seems to have been slightly adjusted to fit the new administration's concept." He added, "The decisive reason for the change in venue was the significant increase in attendees."

Meanwhile, the Gyeongju Museum, which underwent construction at a cost of 8 billion won to serve as the banquet venue, is reportedly slated to be used as the economic event venue for the CEO Summit.

Deputy Governor Yang outlined his post-APEC vision, stating, "1) establishing a Gyeongju Forum, a Davos-like forum that will showcase all cultural elements, including K-pop; 2) renovating Bomun Lake; and 3) establishing Gyeongju as one of the world's top 10 tourist destinations." However, achieving this requires immediate challenges, including direct flights to Gyeongju, reasonable prices for tourists, and the inclusion of local attractions. In particular, accommodation costs play a crucial role in travel cost calculations. Therefore, using shallow marketing tactics aimed solely at a special occasion during the APEC period could undermine the future success of the "post-APEC" summit.

New Airport and Current Issues in Gyeongbuk and the Government's Role

In addition to news about Gyeongju, the discussion also addressed the overall Gyeongbuk economy. Regarding pending projects in Gyeongbuk, including the new airport, he stated, "Many people seem to be concerned about the current administration's new airport policy. However, the current concerns are not about whether the new airport will be built or not. Given the nature of the donation-based grant system, the remaining challenge is how to secure the funds. From that perspective, the current administration doesn't appear to have made any substantial progress. While it's not immediately apparent, I believe things are proceeding as planned and on schedule."

Regarding the US tariffs on local businesses, he offered a somewhat positive assessment, saying, "There seems to be a lot of concern, but it doesn't seem like they're being hit yet."

He added, "We're anticipating a crisis for auto parts companies due to the tariff hikes, so we're preparing for support in R&D and trade."

Meanwhile, Vice Governor Yang Geum-hee expressed caution regarding her own local election bid. The local community had expected her to leverage her experience as an educator to run for superintendent of education. "Right now, I'm focusing all my energy on APEC," she said. "I haven't made any prior decisions. I've done my best in the current situation and, based on that assessment, I've identified my role accordingly. He asked for understanding, saying, “I will not not take action, but I would like you to view it as a decision that has been reserved for now.”
