의성군은 8일, 지난 3월 22일 산불 발생 이후 약 보름 만에 고향사랑기부금이 15억 원을 돌파했다고 밝혔다. 이는 지난해 연간 모금액의 3배를 훌쩍 넘는 수치다.

이번 기부금 급증은 산불 피해에 대한 국민적 연대와 함께 정부의 세제지원 강화가 맞물리며 이뤄진 결과다.

정부는 지난 4월 1일, 의성군을 포함한 산불 피해지역을 ‘특별재난지역’으로 선포하고, 고향사랑기부금에 대해 대폭 강화된 세액 공제 혜택을 적용한다고 발표했다. 주요 내용은 고향사랑기부 시 10만 원 초과 금액에 대해 기존 16.5%에서 33%로 공제율을 두 배 상향하는 것이다.

이 같은 세제 혜택은 특별재난지역 선포일로부터 3개월간 한시적으로 적용되며, 시행령 개정 이전에 기부한 건에 대해서도 소급 적용된다. 즉, 2025년 상반기 중 해당 지역에 기부한 국민은 보다 높은 세제 혜택을 받을 수 있는 셈이다.

김주수 의성군수는 “이번 세액공제 확대는 단순한 혜택을 넘어 고향사랑기부제가 재난 극복의 중요한 기제로 자리 잡는 계기”라며 “산불 피해로 어려움을 겪고 있는 군민들에게 실질적인 도움이 될 수 있도록 기부금을 신속하고 투명하게 집행하겠다”고 밝혔다.

한편, 고향사랑기부제는 개인이 자신이 거주하지 않는 다른 지역에 연간 최대 500만 원까지 기부할 수 있고, 이에 대한 세액 공제 및 지역 특산물 등 답례품을 받을 수 있는 제도다. 제도 도입 이후 세제 혜택과 지역사랑을 동시에 실현할 수 있는 방안으로 주목받고 있다.
