국민의힘 구자근 의원(경북구미갑)은 9일 부동산투기 근절을 막기 위해 국토부 관련 공무원, 국토부 소속 국회의원, LH 토지개발과 관련한 부서 직원의 토지거래와 관련한 개인정보 동의를 의무화하는 ‘공직자윤리법 일부개정법률안’을 발의했다고 밝혔다.
구 의원에 따르면 현행 한국토지투택공사(LH) 투기 의혹을 조사 중인 정부합동조사단의 조사에서 시민단체와 야당이 제기하고 있는 의심거래에 훨씬 못미치는 결과를 발표해 국민적 분노를 사고 있다.

현행법은 공직자윤리위원회는 재산등록·신고를 위하여 필요한 경우 명의인의 동의를 받아 등록의무자가 요청하면 관련 자료의 제출을 요구할 수 있도록 하고 있다.
그러나 재산등록·신고를 위한 경우 외에는 공직자윤리위원회가 등록의무자의 금융거래정보 및 부동산정보를 요청할 수 없으며 재산등록·신고를 위한 경우라도 명의인의 동의를 받아야 하는 문제가 있다.
이에 구자근 의원은 부동산 투기 조사 등 대통령령으로 정하는 사유가 발생한 경우에는 명의인의 동의 없이도 금융기관, 중앙행정기관, 지방자치단체, 공직유관단체 그 밖의 공공기관의 장에게 금융거래정보 및 부동산정보의 제공을 요청할 수 있도록 했다. 다만 무분별한 개인정보 활용을 방지하기 위해 정보제공 요청 사실을 해당 정보의 주체에게 서면으로 알리도록 했다.
