구자근 의원은 최근 코로나19와 경제위기를 극복하기 위해 해외진출 기업의 국내복귀를 지원하기 위한 ‘해외진출기업의 국내복귀 지원에 관한 법률 일부개정법률안’을 6월 3일과 7월 24일 각각 대표발의했으며, 2개 법안이 모두 국회를 통과했다고 2일 밝혔다.

구자근 의원은 ‘해외진출기업의 국내복귀 지원에 관한 법률’ 개정안을 통해 ①국내복귀 지원대상에 해외진출기업이 해외사업장을 청산·양도 또는 축소뿐만이 아니라 해외사업장에서 생산하는 제품과 같은 제품을 생산하는 사업장을 국내에 신설·증설하는 경우도 지원을 받을 수 있도록 했다.

또한 ②국내복귀기업 근로자의 안정적 정착을 위한 자금지원을 할 수 있는 근거와 함께 임대전용산업단지 입주 시 정부와 지자체가 임대료를 지원할 수 있도록 했다.

그동안 해외진출 기업의 국내복귀 지원법은 선정요건의 엄격성, 인센티브 부족 등으로 인해 해외진출기업의 국내복귀에 도움이 되지 않는다는 지적을 받아 왔다.

미국, 일본 등 주요 선진국에서는 국내 일자리 창출과 내수시장 활성화를 위해 해외에 나가 있는 자국기업들을 각종 세제 혜택과 규제 완화 등을 통해 자국으로 복귀시키는 리쇼어링 정책을 적극 펼치고 있다.

참고로 미국의 경우 최근 국내 복귀 기업이 연 500여개에 달하고 있다. 하지만 우리나라는 최근 5년간 해외진출한 기업이 국내로 복귀한 사례가 52곳으로 연평균 10곳에 불과한 실정이다.

구자근 의원은 “그동안 시·도의원 생활을 통해 지역 경제에서 필요로 하는 정책이 무엇인지 고민해 왔다. 이렇게 21대 국회에서 처음으로 발의한 경제활성화 법안이 시행되어 큰 의미가 있다고 생각한다”고 밝혔다.

또한 구 의원은 “지역경제 활성화와 일자리 창출을 위한 적극적인 정책지원책을 마련하기 위해 앞으로도 관련 제도 개선에 적극 나서겠다”고 밝혔다.
