국민의힘 김영식 의원이 대표 발의한‘스토킹범죄의 처벌 및 절차 등에 관한 법률안’이 위원회 대안으로 지난 24일 국회 본회의를 통과했다.

스토킹처벌법 통과는 김의원이 지난 총선 당시 경북에서 가장 젊은 도시이자 1인 가구 비율이 높은 구미시의 특성에 맞춘‘여성안전도시 조성 공약’이행이라는 점에서그 의미가 매우 크다.

법이 시행되면, 지속적·반복적으로 스토킹을 하면 3년 이하의 징역이나 3천만 원 이하의 벌금형에 처해지고, 흉기 등 위험한 물건을 이용해 스토킹을 할 경우 5년 이하의징역이나 5천만 원 이하의 벌금형을 받게 되는 중형에 처해진다.

또한, 초기단계에서 스토킹 행위를 저지하고, 범죄로 진화하는 것을 선제적으로 예방하기 위한 조치와 범죄피해자를 보호하기 위한 새로운 절차도 마련됐다.

김영식의원은“늦었지만, 이제라도 스토킹을 중범죄로 명문화하여 피해자를 선제적으로 보호하고, 가해자를 엄벌할 수 있는 법적 기반이 마련되었다. 22년만의 법 통과는 국회 뿐 아니라 여성단체, 피해자, 피해자의 유족, 언론 등 사회적인 관심과 노력이 있었기 때문에 가능했다”고 말하면서“이번 개정안에 담지 못한 조항들은 정부부처 및 여성단체 등과 논의 및 의견수렴을 통해 보완해나가겠다”고 밝혔다.
