이에 김영식 의원은 특별법안 제정을 통해 국가 차원의 전략기술 육성체계를 정립하고, 기술 신흥단계부터 성숙단계까지 체계적인 육성‧지원이 필요한 전략기술 분야를 과학기술정보통신부 장관이 지정 및 관리할 수 있도록 규정했다.
이와 함께 국가전략기술 연구개발사업에 대한 자체평가 면제, 기술료 감면 등 특례를 두고, 특화교육기관 지정 등 인력양성과 국가전략기술 보호 및 협력 강화에 대한 규정도 마련했다.
김영식 의원은 “국가전략기술 육성에 관한 특별법안의 본회의 통과는 대한민국의 과학기술 5대 강국 도약을 위한 첫 단추를 꿴 셈이다”라며 “과학기술계 대표 의원으로서 앞으로도 윤석열 정부의 과학기술 중심 국정운영을 위해 최선을 다하겠다.”라고 밝혔다.
