가스공사 평택기지본부는 28일 평택항 마린센터에서 평택지방해양수산청, 경기평택항만공사, 한국석유공사, 한국서부발전, SK가스, 대아탱크터미널 등 6개 기관과 함께 ‘평택·당진항 액체부두 통합 유지준설 사업 실시 협약’을 체결했다고 29일 밝혔다.

이날 협약식에는 최건희 한국가스공사 평택기지본부장을 비롯해 도경식 평택지방해양수산청장, 김석구 경기평택항만공사 사장, 박종근 한국석유공사 평택지사장, 이상용 한국서부발전 평택발전본부장, 이종일 SK가스 평택기지장, 김영호 대아탱크터미널 운영본부장 등 각 기관 관계자들이 참석했다.

이번 통합 유지준설 사업은 기존 기관별 준설 과정에서 발생하던 선박 입출항의 안전성 저하, 조수대기로 인한 부두 이용성 감소 등의 문제를 해소하고, 준설 기간 단축과 비용 절감을 목표로 추진된다.

가스공사 등 7개 기관은 민·관·공 협력 거버넌스를 구축해 전국 항만 최초로 통합 행정 및 준설 모델을 선보였다. 관계자들은 “이번 협약이 미래 항만 운영의 새로운 표준이 될 것”이라고 평가했다.

특히, 일부 기관은 당장 준설 필요성이 크지 않거나 법적 의무가 없음에도 항만 안전과 국가 예산 효율화라는 대승적 취지에 공감해 협의체에 동참한 것으로 알려졌다.

참여 기관들은 향후 공동 수심 측량 빅데이터와 인공지능(AI)을 활용해 퇴적 원인을 과학적으로 규명하고, 최적의 준설 주기를 예측하는 시스템을 구축할 계획이다.

이번 협약에 따라 가스공사 등 액체부두 운영사는 재원 확보와 조달을 맡고, 평택지방해양수산청은 인허가 업무 지원, 경기평택항만공사는 사업의 전체 관리를 담당한다.

가스공사 관계자는 “이번 사업은 내년 실시설계와 인허가 절차를 거쳐 본격 추진될 예정”이라며 “항만의 통합 유지관리 체계 강화를 통해 LNG 수송선의 안전한 입출항 환경을 조성하고 안정적인 에너지 공급에 기여하겠다”고 말했다.

This integrated maintenance dredging project aims to address issues arising from the existing individual dredging processes, such as reduced safety during vessel entry and exit and reduced wharf availability due to tidal fluctuations. It also aims to shorten dredging periods and reduce costs.

The seven organizations, including the Korea Gas Corporation, established a public-private-public cooperative governance framework, demonstrating the first integrated administrative and dredging model for ports nationwide. Officials stated, "This agreement will set a new standard for future port operations."

In particular, some organizations reportedly joined the council despite the lack of immediate dredging needs or legal obligations, recognizing the broader goal of port safety and national budget efficiency.

The participating organizations plan to utilize joint bathymetric big data and artificial intelligence (AI) to scientifically identify the causes of sedimentation and develop a system to predict optimal dredging cycles.

Under this agreement, liquid terminal operators, including KOGAS, will be responsible for securing and procuring funding, while the Pyeongtaek Regional Office of Oceans and Fisheries will support licensing and permitting procedures. The Gyeonggi Pyeongtaek Port Authority will oversee the overall project management.

A KOGAS official stated, "This project will begin in earnest next year after completing detailed design and permitting procedures. By strengthening the port's integrated maintenance system, we will create a safe environment for LNG carriers to enter and depart the port and contribute to a stable energy supply."
