비상구 폐쇄 등 불법행위 신고 포상제는 ‘화재예방, 소방시설 설치·유지 및 안전관리에 관한 법률’과 ‘경상북도 소방시설 등에 대한 불법행위 신고포상제 운영 조례’를 근거로 비상구의 설치・유지 의무를 위반하는 행위자에 대한 신고자를 포상함으로써 소방시설에 대한 관심을 유도하고 안전 문화를 정착 시키기 위해 마련됐다.

다중이용업소, 문화 및 집회시설등에서비상구 등 폐쇄·훼손 행위, 장애물을 설치해 피난에 지장을 주는 행위, 소방시설 등의 고장 방치, 차단·임의 조작으로 작동되지 않도록 하는 행위를 발견 시 소방서로 신고하면 포상을 받을 수 있는 제도다.

신고서 작성·증빙자료를 첨부해 방문 및 우편, 팩스 및 정보통신망 등의 방법으로 신고 대상물의 소재지의 소방서로신고하면 된다.

이어 소방공무원이 불법행위 현장을 확인하고 신고 포상심사위원회의 심의를 거쳐 신고자에 대한 포상금(전통시장 온누리상품권, 소화기, 단독경보형감지기 등)이 지급된다.

심학수 안동소방서장은 “시설물을 관리하는 관계자 분들께서는 비상구와 소방시설의 올바른 점검을통해 이번 겨울 화재로 인한 사망자가 발생하지 않도록 적극 동참을 부탁 드린다”고 당부했다.
