올해는 모집 인원을 기존 25명에서 30명으로 늘렸으며, 지원 대상 서비스도 기존 장애인활동지원뿐만 아니라 발달재활, 주간활동, 방과후활동까지 확대해 이르면 5월부터 본격적으로 운영할 계획이다.

장애인 개인예산제는 기존의 특정 바우처 사용처가 정해진 방식과 달리 일부 급여를 개인예산으로 전환해 장애인 본인이 직접 필요한 재화와 서비스를 선택해 구매할 수 있도록 한 제도다. 자신의 욕구와 상황에 맞춰 맞춤형 지원을 받을 수 있어 ‘선택권 강화’가 핵심 취지로 꼽힌다.

올해 시범사업에서는 기존 급여의 10~20%를 개인예산으로 전환할 수 있고, 이 비율은 신청자가 직접 정한다. 이에 따라 휠체어 같은 보조기기 구매, 물리치료, 교육 프로그램 등 개인별 필요에 따라 다양하게 예산을 쓸 수 있게 됐다.

지원 대상 서비스가 확대되면서 올해부터는 발달재활, 주간활동, 방과후활동 이용자도 사업에 참여할 수 있다. 이에 따라 아동‧청소년은 물론 다양한 장애 유형이 포함되면서 사업 폭이 한층 넓어졌다는 평가다. 달성군은 2024년 대구·경북 지역 처음으로 이 제도를 도입해 꾸준히 시범 운영하며 제도 운영 경험을 쌓아왔다.

참여자들의 만족도도 높은 것으로 나타났다. 2년 연속 시범사업에 참여한 한 지체장애인은 “필요했던 휠체어를 새로 마련하고, 물리치료도 받을 수 있었다”며 “무엇보다 스스로 필요한 서비스를 선택할 수 있다는 점이 가장 큰 변화였다”고 말했다.

참가 신청은 주소지 읍‧면 행정복지센터에서 할 수 있으며, 접수 마감은 2월 13일까지다. 달성군은 대상자 선정 후 개인예산 전환 절차와 사용 교육, 사후 관리 등을 안내한 뒤 5월부터 사업을 본격 시행할 예정이다.

최재훈 달성군수는 “개인예산제는 장애인의 자기결정권을 제도적으로 보장하기 위한 시도”라며 “시범사업 확대를 통해 현장의 다양한 목소리를 반영하고, 앞으로도 지속 가능한 제도 운영 방안을 찾아갈 것”이라고 밝혔다.

Dalseong County plans to select eligible applicants and provide guidance on the personal budget transfer process, user training, and follow-up management before fully implementing the program in May.
