농림축산식품부와 해양수산부를 비롯한 농해수위 소관 부처가 지난 4일 국회로 제출한 추경 정부안은 농어업인에 실질적인 도움이 되지 않는 단기일자리 사업으로만 편성된 것으로 알려져 심사 전부터 이만희 의원을 비롯한 농해수위 국민의힘 위원 일동이 성명서를 발표하는 등 추경 심사를통해 농어업인을 재난지원금 대상에 포함시키겠다는 의지를 보였다.

이만희 예결산소위원장은 이번 심사를 통해 당초 농식품부, 해양수산부, 산림청, 해경이 제출한 415억원 규모의추경안에서 약 1조 6,296억원이 증액된 총 1조 6,711억원의 수정안을 의결했다.

농식품부 추경 증액 내역은 코로나19와 자연재해 그리고 가축전염병 등으로인한 농업인의 광범위한 소득 감소를 고려해 ▲농가당 100만원씩 지급하는보편적 재난지원금 예산 1조 70억원을 비롯해 ▲친환경 농산물 공급 피해 농가 지원 330억원,▲방역조치 강화로 인한 피해 농가 지원 204억원 그리고▲과수 피해 농가지원 552억원 등 전체 농업 분야의 재난 지원을 위한 예산1조 1,247억원이 새롭게 반영됐다.

또한, 농업 분야 재난지원 예산과 함께▲농촌고용인력지원 680억원, ▲농기계 임대 40억원, ▲농림수산업자신용보증기금 기금 출연 2,000억원 그리고 ▲유기질비료지원 211억원 등, 농업인의 경영부담 절감을 위한 예산이신규로 편성되며농식품부 추경안은 기존 129억원에서 1조 4,183억원이 증액된 총 1조 4,312억원으로 최종 의결됐다.

해양수산부는 ▲어가당 100만원씩 지급하는 재난지원금 510억원과 ▲연안여객선사 운항결손금 289억원 등 1,313억원이 증액된 1,355억원이 의결됐으며산림청 역시 ▲임가당 100만원씩 지급하는 재난지원금 800억원이 증액되며1,043억원이 최종 의결됐다.

이만희 소위원장은 “농어업인들께 재난지원금 지급이 이뤄질 수 있도록 다방면으로 노력을 기울인 결과, 정부가 코로나19로 인한 농어업 분야의 구체적인 피해를 산출하고 농어업인에 대한 재난지원금 지급 의지를 이끌어냈다는 것에 소기의 성과를거뒀다고 생각한다.”며 “코로나19와 자연재해 등 갈수록 어려워지는 농어업인들 위해 국회의 역할을 다하겠다.”고 말했다.
