대한민국 지방의정봉사대상은 전국 266개 시군자치구의회 의원을 대상으로의욕적인지방의정 활동으로 지역 발전에 헌신하고 주민화합을 위해 앞장선의원에게수여하는 권위있는 상이다. 

김성우 의장은 제8대 성주군의회 임기 중 인구증가 조례 개정안, 성주사랑 상품권 이용 활성화에 관한 조례안과 같이 군민의 생활에 밀접한생활 조례 등 7건을 발의했다.

이어 제9대 성주군의회 의장으로 새로 도입된 정책지원 전문인력과 함께 의원 개개인이 전문성을 발휘하여 의회의 역량을 키우고, 지역민의 복리 증진을 위한 실효성 있는 정책 대안제시를 위해 연구하는 의회 분위기를 이끌어 높은 평가를 받았다.
