협의회는 5월 14일 제334차 월례회에서 안동시의회 김경도 의장의 긴급 제안을 심도 있게 논의한 결과, 영남권 초대형 산불이 단순한 자연재해를 넘어 지방 존립 자체를 위협하는 심각한 국가적 위기 상황이라는 데 인식을 같이하고 이같이 결정했다.

김경도 의장은 제안 설명에서 “초고령화와 심각한 지방 소멸 위기에 직면한 지역은 현행 재난 지원 제도로는 피해 회복은커녕 기본적인 생존조차 담보할 수 없는 절박한 상황”이라며 “이제는 국가가 책임 있는 자세로 적극적으로 응답해야 할 때”라고 강력하게 촉구했다.

이번 공동 건의문에는 다음과 같은 구체적이고 강력한 요구 사항들이 담겼다. △ 삶의 터전을 잃은 피해 주택에 대한 현실적인 현금 및 현물 지원 대폭 확대 △ 농림어업, 소상공인, 중소기업 등 지역 생업 기반의 신속하고 실질적인 복구 지원 △ 피해 지역 기초지자체의 과도한 재정 부담 완화와 국가 주도형의 체계적인 지역 재건 추진 △ 특별법 제정 이전이라도 정부 예비비 및 추가경정예산을 통한 즉각적이고 충분한 재정 지원 등이다.

김 의장은 “이번 공동 건의문은 단순히 특정 지역의 이익만을 주장하는 것이 결코 아니다. 기후변화 시대에 반복될 수밖에 없는 초대형 재난에 대해, 대한민국이라는 국가가 과연 국민의 생명과 안전, 그리고 삶의 터전을 책임질 준비가 제대로 되어 있는지 근본적인 질문을 던지는 것”이라며, “경상북도시‧군의회의장협의회와 253만 경북도민의 간절한 뜻을 하나로 모아, 이 절박한 메시지를 국회와 정부에 직접 전달하고 강력히 촉구할 것”이라고 결연한 의지를 밝혔다.

경상북도시‧군의회의장협의회는 253만 도민과 함께, 상상 이상의 파괴적인 초대형 재난으로 인해 한순간에 무너져 버린 삶의 터전을 신속하게 복구하고, 피해 주민들이 다시 일어설 수 있는 실질적인 법적·제도적 기반을 반드시 마련해야 한다는 절박한 심정을 담아 이번 공동 건의문을 채택했다.

“재난 앞에 국민이 결코 홀로 남겨지지 않도록, 지방이 소외되고 버려지지 않도록.” 경상북도시‧군의회의장협의회는 253만 도민과 함께 특별법 제정이 현실화되는 그날까지 모든 역량을 집중하여 한 목소리를 내고 강력하게 행동할 것을 천명했다.

Gyeongbuk City and County Councils Urge Enactment of Special Act for Recovery from Large-Scale Wildfires in Yeongnam Region

A joint petition urging enactment of a special act for recovery from the large-scale wildfires that occurred in Uiseong, Gyeongbuk in March and swept across the Yeongnam region, including Andong, Cheongsong, Yeongyang, and Yeongdeok, was unanimously adopted by the Gyeongsangbuk-do City and County Council Speakers’ Council (hereafter, the Council) and will be strongly delivered to the National Assembly and the government.

The Council held its 334th monthly meeting on May 14 and, as a result of in-depth discussion of the emergency proposal by Andong City Council Chairman Kim Gyeong-do, reached the same conclusion that the large-scale wildfires in Yeongnam region are not simply natural disasters but rather a serious national crisis that threatens the very existence of the region, and decided to do so.

In his proposal explanation, Chairman Kim Kyung-do strongly urged, “Regions facing hyper-aging and serious local extinction crises are in a desperate situation where the current disaster support system cannot even guarantee basic survival, let alone recovery from the damage,” and “It is now time for the state to respond actively with a responsible attitude.”

The joint proposal contains the following specific and strong demands: △ Significantly expand realistic cash and in-kind support for damaged houses that have lost their homes; △ Rapid and substantial recovery support for local livelihoods such as agriculture, forestry, and fisheries, small business owners, and small and medium-sized enterprises; △ Alleviate the excessive financial burden on local governments in affected areas and promote systematic regional reconstruction led by the state; △ Immediate and sufficient financial support through government reserve funds and supplementary budgets even before the enactment of special laws.

Chairman Kim stated, “This joint petition is by no means simply asserting the interests of a specific region. It raises a fundamental question of whether the Republic of Korea is truly prepared to take responsibility for the lives, safety, and livelihoods of its citizens in the face of the inevitable recurrence of large-scale disasters in the era of climate change,” and expressed his firm determination, saying, “We will unite the earnest wishes of the Gyeongsangbuk-do City and County Council Speakers’ Council and 2.53 million Gyeongsangbuk-do residents to directly deliver this urgent message to the National Assembly and the government and strongly urge them to do so.”

The Gyeongsangbuk-do City and County Council Speakers’ Council, together with 2.53 million Gyeongsangbuk-do residents, adopted this joint petition with the urgent feeling that we must swiftly restore the lives that were destroyed in an instant by a massive disaster beyond imagination and establish a practical legal and institutional foundation so that the affected residents can stand up again.

“So that the people are never left alone in the face of disasters, and so that the regions are not neglected and abandoned.” The Gyeongsangbuk-do City and County Council Speakers' Council declared that they will focus all their capabilities, speak with one voice, and act strongly until the day the special law becomes a reality, together with 2.53 million residents of the province.
