이번 협약은 포항융합기술산업지구 내 4만7,647㎡ 부지에 총 2조 원을 투입해 단계적으로 조성될 AI 컴퓨팅 인프라 구축을 골자로 하며, 오는 2025년 착공, 2027년 준공을 목표로 본격 추진된다.

협약식에는 양금희 경상북도 경제부지사, 이강덕 포항시장, 김병삼 대경자유구역청장, 김일만 포항시의회 의장 등 주요 인사들과 함께, NHN클라우드, 트랜스링크캐피탈, 텐서웨이브코리아, 현대건설, 포스코 AI로봇융합연구소, 포항상공회의소 관계자 등 100여 명이 참석해 AI 산업 생태계 조성의 시작을 알렸다.

‘글로벌 AI 컴퓨팅센터’는 ▲1단계(20252027년) 40MW급 구축을 시작으로, ▲2단계(20282030년) 100MW급, ▲3단계(20312035년) 200MW급, ▲4단계(2036년)에는 최종적으로 1GW(1,000MW)급 초대형 인프라로 완성된다. 특히 최신 GPU 17만 장 이상을 수용하는 이 센터는 고난도 AI 모델 학습과 대규모 실시간 데이터 처리를 동시에 수행할 수 있는 세계 최고 수준의 AI 연산거점으로 구축된다.

이번 사업에는 경북도, 포항시, 대구경북경제자유구역청을 포함해 NHN클라우드, 현대건설, 트랜스링크캐피탈, 텐서웨이브 등 국내외 4개 기업과 포스텍, 한동대 등 지역 거점 대학이 참여하며, 전체 투자액의 30% 이상은 외국 자본이 투입될 예정이다. 이를 통해 600명 이상의 신규 고용 창출과 함께 포항 지역의 R&D 인프라와 AI 산업 기반이 대폭 확장될 것으로 기대된다.

센터가 본격 가동되면 국내외 AI 기업들의 연산자원 수요를 기반으로 R&D 센터 이전, 실증 테스트베드 조성 등 후속 투자도 활발히 이뤄질 전망이다. 이에 따른 부가가치 창출 효과는 약 2조8천억 원, 생산유발 효과는 6조3천억 원, 직·간접 고용효과는 2만8천여 명에 이를 것으로 분석되고 있다.

김병삼 대구경북경제자유구역청장은 “글로벌 AI 컴퓨팅센터는 단순한 데이터센터를 넘어, 대한민국이 AI 초강국으로 도약할 기반이자 포항이 미래산업의 중심지로 성장하는 결정적 전환점”이라며 “AI 산업의 핵심 생태계가 이곳에서 성공적으로 조성될 수 있도록 전폭적인 지원을 아끼지 않겠다”고 강조했다.

The ‘Global AI Computing Center’ will begin with ▲ 40MW-class construction in Phase 1 (2025-2027), ▲ 100MW-class in Phase 2 (2028-2030), ▲ 200MW-class in Phase 3 (2031-2035), and ▲ a final 1GW (1,000MW)-class ultra-large infrastructure in Phase 4 (2036). In particular, this center, which accommodates over 170,000 of the latest GPUs, will be built as a world-class AI computing base capable of simultaneously performing high-difficulty AI model learning and large-scale real-time data processing.

This project will involve four domestic and international companies, including Gyeongbuk Province, Pohang City, Daegu-Gyeongbuk Free Economic Zone Authority, NHN Cloud, Hyundai Engineering & Construction, Translink Capital, and TensorWave, as well as regional universities such as POSTECH and Handong University, and more than 30% of the total investment will be foreign capital. Through this, it is expected that more than 600 new jobs will be created and the R&D infrastructure and AI industry base in the Pohang region will be significantly expanded.

Once the center is fully operational, follow-up investments such as R&D center relocation and establishment of verification test beds will be actively made based on the demand for computational resources from domestic and foreign AI companies. The resulting added value creation effect is expected to be approximately KRW 2.8 trillion, the production inducement effect is expected to be KRW 6.3 trillion, and the direct and indirect employment effect is expected to be approximately 28,000 people.

Kim Byung-sam, the head of the Daegu-Gyeongbuk Free Economic Zone Authority, emphasized, “The Global AI Computing Center is more than just a data center; it is the foundation for South Korea to leap forward as an AI superpower and a decisive turning point for Pohang to grow into a hub of future industries.” He added, “We will spare no effort in providing full support so that the core ecosystem of the AI ​​industry can be successfully established here.”
