대구광역시구군의회의장협의회는 21일 성명을 통해 “농축산물 개방 확대는 단순한 통상 이슈가 아닌, 국민 건강과 식량 안보, 나아가 농업의 생존권이 걸린 중대한 문제”라며 “정부는 농업을 협상의 희생양으로 삼아서는 안 된다”고 촉구했다.

협의회에 따르면 현재 논의 중인 미국 측 요구사항으로는 ▲30개월령 이상 미국산 쇠고기 수입 허용 ▲쌀 저율관세할당(TRQ) 물량 확대 ▲유전자변형작물(LMO) 수입 규제 완화 ▲미국산 사과 등 과일류 검역 완화 등이 포함된 것으로 알려졌다. 이에 대해 협의회는 “정부 일부 관계자의 전향적 검토 발언은 매우 심각한 우려를 불러일으킨다”고 지적했다.

특히 쇠고기 수입 기준 완화에 대해서는 “2008년 광우병 논란으로 전국적인 촛불 시위가 벌어진 바 있다”며 “30개월령 이상 쇠고기 수입은 국민 건강을 위협하고, 축산농가를 고사시키는 결정이 될 것”이라고 비판했다.

미국산 과일류 검역 완화와 관련해서도 “사과, 블루베리, 체리 등 저가 수입 과일이 대거 유입될 경우 병해충 전파 위험은 물론, 국내 과수산업 전체가 위협받게 된다”고 강조했다.

협의회는 끝으로 “정부는 단기적인 통상 협상 성과보다 국민의 건강과 농업의 공익적 가치를 우선해야 한다”며 다음과 같이 세 가지 요구 사항을 강력히 제시했다.

하나, 국민 건강과 식량 안보를 훼손하는 어떠한 통상 양보도 단호히 배제하라.
