지난 3일 ‘대구광역시 수성구 응급안전안심서비스 응급관리요원 처우개선 및 지원 조례’가 제266회 임시회 상임위원회를 통과했다.

응급안전안심서비스는 독거노인 및 장애인 가정에 화재·가스감지기 및 활동량 감지기 등을 설치해 응급상황이 발생했을 때 응급관리요원을 통해 위급상황에 신속히 대처할 수 있도록 하는 복지서비스이다.

응급안전안심서비스 종사자의 처우개선을 규정한 전국 최초 조례로 ▶응급관리요원의 권리보장과 처우개선 ▶근로조건 및 근로환경에 대한 실태조사 ▶기관·단체와의 협력체계 구축 등에 관한 사항을 담고 있다.

박영숙 의원은 “수성구 내 4명의 응급관리요원이 1,800명 이상의 대상자를 관리하고 있다”며 “응급관리요원에 대한 명확한 지침이 없어 지역별 대상자 수와 수당 등 처우에 대한 격차가 크다“고 밝혔다.

박 의원은 “응급안전안심서비스에 대한 수요는 고령화에 따라 더욱 늘어날 것”이라며 “응급관리요원에 대한 처우개선과 인력확충을 통해 업무 부담을 줄여 서비스 지원 효과를 높여야 한다”고 강조했다.

아울러 “올해부터는 독거노인의 소득기준이 폐지되어, 사업대상자가 더욱 확대된 만큼 이번 조례 제정을 통해 사업 전반을 개선할 수 있는 계기가 되기를 바란다”고 말했다.

She also said, “Starting this year, the income standard for senior citizens living alone has been abolished, so the number of business targets has expanded, and I hope that this ordinance will serve as an opportunity to improve the overall business.”
