이번 협약에는 보문관광단지 민간투자 환경개선 사업에 참여한 기업 대표들이 참석했으며, 공사는 2030년까지 총 5,000억 원 규모의 투자와 600여 개 일자리 창출을 목표로 하고 있다.

이번 사업은 지난 4월 개정된 관광진흥법 시행규칙에 신설된 ‘복합시설지구’ 제도를 전국 최초로 적용한 사례다. 이를 통해 하나의 구역 안에 숙박·상가·휴양오락 시설 등을 함께 설치할 수 있는 길이 열렸다. 보문관광단지 50년 역사상 처음으로 시도되는 규제 혁신이라는 점에서 큰 의미가 있다.

사업 참여 기업 모집에는 11개 기업이 선정됐으며, 지역 상공회의소와 관광·건축·도시계획·조경·법률·회계 등 분야별 전문가들이 평가에 참여해 객관성과 전문성을 높였다. 공사는 지난해 하반기부터 입주업체 114곳을 대상으로 설문·방문조사를 실시하고, 설명회와 간담회 등을 거쳐 체계적인 절차를 마련하는 등 1년 이상 치밀한 준비 과정을 거쳤다.

조성계획 변경 이후에는 2년 내 착공, 5년 내 준공을 원칙으로 하며, 불이행 시 협약 해제와 원상복구, 이행보증금 귀속 등 강력한 제재를 가할 방침이다. 투자기업들은 복합리조트, 관광형 증류소 등 대규모 복합시설을 조성하고 장학금 지원, 지역 인재 채용, 시민 할인제도 운영 등 공공기여 활동도 함께 추진한다.

보문관광단지는 1975년 국내 최초의 관광단지로 출범했지만, 민간투자 부재와 시대 변화로 침체 위기를 겪어왔다. 공사는 이번 협약을 “50년 만의 규제 개혁”으로 규정하며, 2026년부터 순차적으로 착공해 2030년까지 단계적 준공·개장을 목표로 하고 있다.
