【브레이크뉴스 대구】이성현 기자=중소벤처기업진흥공단(이사장 김학도, 이하 중진공)은 지난 12월 24일부터 2021년 중소기업 정책자금 온라인 상담신청 접수를 비대면 방식으로 시작했다고 28일 밝혔다.

올해 중소기업 정책자금의 중점 지원방향은 그린·디지털·지역균형 뉴딜 등 한국판 뉴딜 정책의 경쟁력 강화와 코로나19로 경영위기를 겪고 있는 중소벤처기업의 경영 정상화 및 재도전 기회 확대다.

정책자금 지원 규모는 5.4조원으로 전년 당초대비 17.9% 증가했다. 코로나19로 인한 피해기업 지원을 위한 긴급경영안정자금도 전년 당초대비 4천억원 증액한 5천억원으로 확대했다.

정책자금 신청·접수는 중진공 홈페이지에서 온라인으로 가능하며, 온라인 상담신청을 바탕으로 12월 28일부터 사전상담을 진행하고2021년 1월 4일부터 신청서 접수 및 현장 평가를 실시한다.

중진공은 코로나19 확산 예방과 포스트 코로나 시대 비대면‧디지털화에 선제적으로 대응하기 위해 정책자금 상담·평가·대출 단계별로 비대면 프로세스를 전면 도입한다.

정책자금 상담은 AI챗봇 상담 서비스를 지원하고, 전담콜센터 신규 설치로 비대면 상담을 확대한다. 또한 향후 모바일브랜치(APP)를 구축하여 모바일 기반 정책자금 신청 플랫폼을 확대할 계획이다.

기업평가 단계에서는 일부 자금에만 적용했던 비대면 평가를 전체 자금으로 확대 운영하고, 2021년 상반기 중 빅데이터 기반 AI 평가모형을개발해성장잠재력 있는 기업 선별 및 집중 지원이 가능하도록 할 예정이다. 안전하고 신속한 정책자금 지원을 위해 사회적 거리두기상황에따라 현장실사를 과감하게 생략하고 비대면 평가로 진행한다.

정책자금 약정은 현장방문을 통해서만 가능했지만 ’21년 연내 시간적･공간적 제약을 극복한 비대면 전자약정 시스템을 도입‧운영할 계획이다.

중진공은 정책자금 온라인 신청예약 폭주에 따른 시스템 과부하를 방지하기위해 신청 시스템 오픈일시를 서울과 지방, 경기와 인천으로 분산해 운영한다. 오픈일정은 매월 중진공 홈페이지에 사전 공지한다.

또한, 신용정보평가기관 등 유관기관과의 협조를 통해 기업의 필수 제출서류를 현행 7종에서 5종으로 감축한다. 특히, 금융거래확인서는 중소기업이 각 은행에서 실물 종이 확인서로 발급받아 제출하는 방식을폐지하여 기업의 서류준비 부담을 대폭 완화할 방침이다.

김학도 이사장은 “정책자금 지원 체계를 비대면 방식으로 선제적으로 전환해 포스트 코로나를 이끌어가는 선도기관이 될 것”이라며, “중진공은 보다 안전하고 신속한 정책자금 지원을 통해 중소벤처기업의 코로나19 위기극복과 혁신성장을 적극 뒷받침하겠다.”고 전했다.
