유 후보는 이 자리에서  '친환경 포항'을 강조하며, 포항을 친환경 에너지 메카, 환경오염 걱정없는 환경도시 포항, 신재생에너지로 일어서는 탄소중립 포항 등을 제시했다.

또한, 소외되는 사람이 없는 포항지역공동체 구성, 청년 기본소득 등도 공약했다.

유성찬 후보는 “결국 포항의 미래는 환경이 좌우할 것”이라며 “포스코 환경문제, 철강산업단지 공해 및 비산먼지 문제, SRF(생활폐기물에너지화시설) 문제, 매립장 문제 등의 해결 없이는 포항의 미래도 없다”고 강조했다.

이를 해결하기 위해서는 “포항에 환경관련 R&D연구센터와 기술산업단지를 유치해 미래 환경산업의 선두주자로 발돋움을 할 준비가 필요하다”고 목소리를 높였다.

또한, “이러한 환경산업이 발달하면서 경제활성화는 물론 산업에 종사하는 기술인들이 포항으로 정착하면서 자연스럽게 인구절벽도 해결될 수 있을 것”이라고 덧붙였다.

그는 지역공동체와 청년기본소득에 대한 공약도 제시했다.

유 후보는 “지역공동체의 발전을 위해서는 포항시민들이 자체적으로 공동체(협동조합)를 구성해 낙오하는 사람들이 생기지 않도록 하고 여기서 나온 경제적 수익을 함께 공유하는 플랫폼을 만들겠다”고 역설했다.

또한, “기성세대보다 사회활동이 늦은 청년들에게 기본소득을 지급해 그들이 지역경제의 한축으로 자라날 수 있도록 지원하고 창업이나 취업 등이 수월하게 이뤄질 수 있도록 각종 혜택을 줘야 한다”고 강조했다.

유 후보는 이외에도 ▶공공기관 포항이전을 통한 도시재건 국가책임 강화, ▶포스코 수소환원제철 전환을 적극 지원하는 등 수소산업 클러스터 조성지원, ▶오천사격장 이전부터 지역주민 활용방안 마련, 주민들을 위한 돌봄 및 어린이도서관 거점조성을 위한 공동체 복합문화 시설 건립, ▶차세대 이차전지 상용화지원센터 설립 등 이차전지 산업도시 발전 적극지원 등의 포항발전 공약도 제시했다.

더불어 민주당 유성찬 포항시장 예비후보는 前포항민주청년회 회장, 前 한국환경공단 상임감사, 前대통령직속 국가균형발전위 국민소통 특별위원을 역임했으며 현재는 김부겸 국무총리 자문위원, 경주대 로고스컬리지 초빙교수로 재직중이다.
