대구행복진흥서비스원은 기존의 여성가족재단과 청소년지원재단, 평생학습진흥원을 통합해 출범하는 기관으로 첫 원장으로 대구시는 정순천 전 대구시의원을 내정했다. 

대구시는 결격 사유 등을 검토한 뒤 특별한 사항이 없으면 다음 달 1일부터 정식 임기에 들어간다고 밝혔다. 

정 신임 원장의 내정은 하루 전까지만 해도 결정되지 않았던 것으로 알려지고 있어 지역 사회를 중심으로 논란이다.

당초 대구시는 정 전 시의원을 다른 기관에 내정할 예정이었으나 향후 총선 등에 출마할 수도 있을 것을 감안해 오고 가는 것이 비교적 수월할 것으로 알려진 대구행복진흥서비스원으로 결정됐다는 후문이다.

특히, 지역 사회는 정 전 시의원의 전문정과 행정 역량에 대하여 우려를 표하고 있다.

우리복지시민연합은 21일 논평을 통해 “정순천 전 대구시의원의 전문성과 행정역량이 검증된 바 없어 이를 상당 부분 우려하며 철저히 감시할 것을 분명히 밝힌다”며 “기관 통합에 따른 물리적, 화학적 결합과 사회서비스의 양적 확충과 질적 진화를 위해 최선을 다해달라”고 주문했다. 

지역 사회가 이번 인사를 바라보는 시각 가운데 가장 우려를 나타내는 부분은 정 내정자의 전과 부문이다. 홍준표 대구시장 출범 이후 대구시는 공직선거법이나 음주운전 등으로 벌금형을 선고받은 인사의 출자출연기구 내정은 이번이 세 번째다. 

첫 번째야 그럴수 있다고 치더라도 둘째 셋째 경우까지 전과자를 내정하는 것은 나가도 너무 막나간다는 지적이다. 

정순천 내정자는 2019년 12월 21대 총선 미래통합당 수성구갑 예비후보자로 등록한 후, 정치평론가 특강 자리에 참석해 선거구민에게 자신의 홍보 동영상을 보여주고 지지를 호소한 혐의로 재판에 넘겨져 2020년 7월 공직선거법 위반으로 벌금 90만 원을 받은 바 있다.

우리복지시민연합은 이날 “민선 8기 대구시장(홍준표)은 벌금형 전과자들을 선호한다는 비난을 받지 않도록 인사 혁신과 임명자들의 공명정대한 업무 수행”을 촉구했다.
