【브레이크뉴스 경북】이성현 기자=이용기 민주진보 경북교육감 예비후보가 경북 각 지역에서 진행 중인 ‘420 경북지역 장애인 차별철폐 투쟁선포식’에 참석해 장애인 권리 보장과 통합교육 실현 의지를 밝혔다.
이 예비후보는 지난 4월 6일 경산시를 시작으로 안동, 경주, 영천, 포항 등 경북 지역을 순회하는 행사에 참여해 “장애인 차별철폐 투쟁에 함께하며, 모든 사람은 차별 없이 존엄하게 살아갈 권리가 있다”고 강조했다. 이어 “누구도 배움에서 소외되지 않고 교육에서부터 차별을 없애 모두가 함께 배우고 성장하는 환경을 만들겠다”고 말했다.
그는 현재 특수교육의 현실에 대해 “특수교육 대상 학생은 지속적으로 증가하고 있지만 이에 비해 교육 인프라는 크게 부족하다”며 “교육부가 ‘모두를 위한 통합교육’을 목표로 내세우고 있으나 물리적 기반조차 충분히 마련되지 못했고, 통합교육도 유·초등학교에 집중돼 중·고등학교 단계에서는 일반학교 내 통합 실현율이 낮다”고 지적했다.
이어 특수교육 체계 개선 방안으로 “특수학교 기능의 한계를 보완·개선하기 위한 재구조화가 필요하다”며 “모든 학교에 특수학급 설치를 의무화하고, 장애·비장애 통합교육 실현을 위해 특수교육 대상자의 근거리 배치 원칙을 보장하는 등 필수 인프라를 확충하겠다”고 밝혔다.
이와 함께 주요 공약으로 △특수교사 법정 정원 확보 △행동중재지원 전담교사 배치 △특수학교의 통합교육 지원 거점 역할 강화 △지역 거점 특수교육지원센터 확대 △통합학급 일반학생 정원 하향 조정 등을 제시했다.
이 예비후보는 “통합교육을 당연한 권리로 인식하는 기반을 마련하고, 특수교육 대상 학생과 비장애학생 모두에게 더 높은 수준의 교육을 제공하겠다”며 “유엔 장애인권리위원회가 권고한 보편적 통합교육 모델 구축을 경북교육에서부터 앞당기겠다”고 말했다.
한편 이용기 예비후보는 31년간 중·고등학교 현장에서 근무한 평교사 출신으로, 전국교직원노동조합 경북지부장을 역임했다. 현재 경북혁신교육연구소 공감 소장과 전국교육자치혁신연대 공동대표를 맡고 있으며, 지난해 12월 ‘경북교육희망 2026’ 경선을 통해 민주진보 단일후보로 선출됐다.

Regarding the current reality of special education, he pointed out, “While the number of students requiring special education is continuously increasing, the educational infrastructure is significantly lacking in comparison.” He noted, “Although the Ministry of Education has set ‘inclusive education for all’ as its goal, even the physical foundations have not been sufficiently established, and inclusive education is concentrated in kindergartens and elementary schools, resulting in a low realization rate of integration within general schools at the middle and high school levels.”
As a measure to improve the special education system, he stated, “Restructuring is necessary to complement and improve the functional limitations of special schools.” He further announced, “We will expand essential infrastructure by mandating the establishment of special classes in all schools and guaranteeing the principle of placing students with special needs in close proximity to realize inclusive education for both disabled and non-disabled students.”
Along with this, he presented key pledges including: securing the legally mandated number of special education teachers; deploying teachers dedicated to behavioral intervention support; strengthening the role of special schools as hubs for inclusive education support; expanding regional hub special education support centers; and lowering the enrollment quota for general students in inclusive classes.
Preliminary Candidate Lee stated, “I will lay the foundation for recognizing inclusive education as a natural right and provide a higher standard of education to both students with special needs and non-disabled students,” adding, “I will accelerate the establishment of the universal inclusive education model recommended by the UN Committee on the Rights of Persons with Disabilities, starting with Gyeongbuk education.”
Meanwhile, Preliminary Candidate Lee Yong-gi is a former regular teacher who worked in middle and high schools for 31 years and served as the head of the Gyeongbuk branch of the Korean Teachers and Education Workers Union. He currently serves as the director of the Gyeongbuk Innovation Education Research Institute (Gonggam) and co-representative of the National Alliance for Educational Autonomy Innovation. Last December, he was selected as the unified candidate for the Democratic Progressive bloc through the ‘Gyeongbuk Education Hope 2026’ primary election.
