국민권익위원회(위원장 전현희, 이하 국민권익위)는 27일 집단민원 현장조정회의를 개최해 성주대교 인근 진출로 일부 구간을 확장하기로 합의했다고 밝혔다.

민원은 부산지방국토관리청이 대구 성주대교 개축공사를 진행하면서 달성군 하빈면 하산리, 봉촌리 일대의 국도와 면도가 바로 이어지는 약 100m의 통행로를 없애고, 이를 유턴 구간으로 변경할 계획을 수립하면서 시작됐다.

부산국토청이 폐쇄를 결정한 통행로는 40년 넘게 인근 주민들과 주변 공단 및 물류센터를 오가는 대형차량들이 이용하던 길이었다.

이로인해 주민들과 대형차량은 현재 사용하던 길에서 뒤로 500m를 가야 있는 평면교차로까지 가서 유턴을 해서 돌아와야만 하는 불편을 얘기하며 현재 도로를 폐쇄하지 말 것을 요구했다.

하지만 부산국토청은 통행 차량의 무게로 발생하는 미세한 단차, 교통사고 위험, 지형조건 및 안전성,경제성 등의 이유를 내세워 주민들의 요구를 거부했다.

이렇게 갈등이 해소될 기미가 보이지 않자 주민 304명은 지난해 3월 국민권익위에 고충민원을 제기했다.

국민권익위는 현장조사와 주민 및 관계기관과의 수십 차례 협의를 거쳐 조정안을 마련했다.

 부산국토청은 신설 중인 성주대교 일부 구간을 확장해 면도와 직접 연결하기 위한 진출로를 개설하기로 했다.

 또, 진출로 개설을 위해 관계기관 협의, 안전확보를 위한 최선의 실시설계, 도로구역변경 고시 등 필요한 조치를 하기로 했다. 

대구 달성군은 진출로 구간 및 진출로와 면도의 경계 지점 등에 과속방지 카메라 등 교통안전 시설물을 설치하고, 이를 위해 관련 예산 확보에 최선의 노력을 다하기로 했다.

국민권익위 김태규 부위원장은 “오늘 조정으로 성주대교 인근 주민과 기업에게 보다 안전하고 편리한 교통환경을 제공하게 되었다."고 밝혔다.

However, the Busan National Land Administration rejected the residents' request, citing reasons such as fine steps caused by the weight of passing vehicles, the risk of traffic accidents, terrain conditions and safety, and economic feasibility.

With no sign of resolving the conflict, 304 residents filed a complaint with the Anti-Corruption and Civil Rights Commission in March last year.

  The Anti-Corruption and Civil Rights Commission prepared an adjustment plan after conducting on-site investigations and consulting dozens of times with residents and related organizations.

  The Busan National Land Administration decided to expand some sections of the newly built Seongju Bridge and open a road to directly connect it to shave.

  In addition, it was decided to take necessary measures to open access routes, such as consultations with related organizations, the best detailed design to ensure safety, and notification of road zone changes.

Dalseong-gun, Daegu decided to install traffic safety facilities such as speeding prevention cameras in the section of the entry route and at the boundary between the entry route and shaven, and decided to do its best to secure related budgets for this purpose.
